I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Case #4i Adopt Proposed Ordinance to Sell Lot 6, Block 2, Gorham's <br /> ~ Sandy Acres <br /> <br />Zoning Administrator Frolik stated that earlier City Council approved a Community <br />Develot~ment: Block Grant (CDBG) project which consists of allocating approximately <br />$17, .9001 ~o the Anoka County Community Action Program (ACCAP). The stipulation <br />associat~ with the allocation was that ACCAP would use the funds to purchase a lot in the <br />City of ~tmey and construct a home on that lot for which a moderate income family <br />would q~fy. for a home mortgage. It is necessary for the City to introduce and adopt an <br />or~nano~' authorizing the sale of the property. Council introduced the ordinance on July <br />27, 1993 md now it is eligible for adoption. <br /> <br />Councilmem~r Zimmerman stated that is has been brought to Council's attention by Public <br />Works 54pervisor Mevissen that this lot was originally meant for a storm water holding <br />area~ He i~uggested the City Engineer cheek it out to see if a proper drainage plan has been <br />proposed.~ <br /> <br />City En ~gi4neer Jankowsld stated that the site plan has to show the drainage plan before it is <br />aeeeptea. <br /> <br />Zonifig A~axinis~tor Frolik stated that previous City Council wanted that lot dedicated for <br />public pu~ses. A portion of the lot will be taken for a drainage easement. <br /> <br />Couneflmember Zimmerman stated he would like to see the drainage plan. <br /> <br />Councilmember Beyer stated she would like to see the plan also and expressed concern <br />about the drainage because of the recent torrential rains. <br /> <br />Councilmember Peterson inquired what the time frame is for the grant availability. <br />City AdmJ'nistrator Sehroeder stated that this is the 1993 CDBG money so there is <br />sufficient ~a~e~. ACCAP is anxious to begin, however, they will not be able to start to build <br />this seaso~ regardless. Mr. Schroeder added there will be a grading plan to ensure we do <br />not negativelyrimpaet the drainage for that lot. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to table the <br />adoption e.f the ordinance until the City Engineer and the Public Works Supervisor have <br />had a chance to review the lot drainage concern. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Couneilmembers Hardin, Beyer, Peterson <br />and Zi ~ ~ma!erman. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for a Conditional Use Permit to Construct an <br />Accessory Structure Larger than Allowed by City Code; Case <br />of Norman Archer <br /> <br />Zoning Administrator Frolik stated that Mr. Norman Archer is requesting a conditional use <br />permit to ~nstruct an accessory structure larger than allowed by City Code on the property <br />at 15410 Jl~ckal Strut N.W. Mr. Archer has indicated that the additional space is needed to <br />store personal equipment and vehicles only. The Planning and Zoning Commission <br />conducted a public hearing on August 3, 1993 and there were no written or verbal <br />comments~submitted pertaining to Mr. Archer's request. <br /> <br />City Council/August 10, 1993 <br /> Page 7 of 10 <br /> <br /> <br />
