We want to build this building. The price has gone up <br />800. Tl~j's is ridiculous. You're (Council) holding us back because of unlicensed cars. <br />Take tha[ i~ue and make it a totally different issue." Ms. Frolik stated that the <br />Weinmaan's (also present) and the McKay's have 2.3 and 2.5 acres. They would be <br />grandfa~ered in if Council passed this ordinance. The ordinance would include <br />pefformaO~ce atandards. Councilmember 7.immerman stated that we may have to come <br />down to 2.2 acres because of some corner lots. Mayor Gilbertson stated that Ms. McKay <br />is right, site is unable to have a building constructed because of Council's indecisiveness. <br /> <br />Motion fafled~ Voting Yes: Councilmembers Zimmerman and Beyer. Voting No: Mayor <br />Gilbertson, COuncilmembers Hardin and Peterson. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Gilbertson to adopt the <br />ordinance~to amend City Code Section 9.11.02 (Accessory Uses) as presented. <br /> <br />Further discussion: Councilmember Peterson stated he would be willing to omit the section <br />regardinS[ Unlicensed vehicles. <br /> <br />Motion f ,ailed. Voting Yes: Mayor Gilbertson, Councilmembers Peterson and Hardin. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Counciln~mber Beyer suggested that Council's inability to make a decision is due to <br />Staff's inttxpretafion of City Code. <br /> <br />Mayor Oilbenson stated this indecisiveness did not start with City Staff, it started with City <br />Council. <br /> <br />Case g?:', Report from the Personnel Committee <br /> <br />City Admi,'nislrator Schroeder stated that the Personnel Committee voted to offer the <br />position o! full time Receptionist to Ms. lackie Lizakowski in salary grade 6 with a starting <br />salary of $16,944. <br /> <br />Motion bY Councilmember Hardin and seconded by Councilmember Zimmerman to ratify <br />the Personnel Committee's vote. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, <br />Beyer and~Peterson. Voting No: None. <br /> <br />Case 08: Report from the Road and Bridge Committee <br /> <br />City Engilieer lankowsld stated that the Road and Bridge Committee addressed the need to <br />update as~ssment policies (street, MSA and sewer and water assessments). Infrastructure <br />impact fees were discussed and would be the collection of the type of assessments for <br />improvements previously constructed. The Committee felt that it would take a lot of time to <br />develop lp?licies. He stated he would like the policies to be in place by the next <br />construcllc~n season. Mr. Jankowsld explained that the City does not have a written culvert <br />policy andihe presented a proposed policy to the Committee. They directed that a formal <br />policy be written and presented to Council for adoption.
