CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsay City Council conducted a public hearing on Tuesday, August 24, 1993 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />regarding Ibituminous paving of 177th Avenue N.W. from T.H. #47 to its eastern <br />terminus, I~nprovement Project g93-12. <br /> <br />Members Pxesent: Mayor James Gilbertson <br /> ~ Cotmcilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Couneilmember Gerald Zimmerman <br /> <br />Members.Absent: Couneilmember Kenneth Peterson <br /> <br />Also Present: City Administrator Ryan Schroeder <br /> Finance Officer Jessie Hart <br /> City Engineer Steve Jankowski <br /> Zoning Administrator Sylvia Frolik <br /> Project Manger James Gromberg <br /> City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:20 p.m. <br /> <br />PRESENTATION <br />City Engineer Jankowski stated that the City is proposing to pave 177th Avenue N.W. <br />from Trun;k Highway #47 to its eastern terminus which is about 1,200 feet. The per unit <br />cost is anttcipated to be $2,210. Class V is already in place. Mr. Jankowski stated he <br />received COmment from one of the benefitted parties. Mr. Jack Gobernatz, owner of Parcel <br />#6 objects ~ being assessed a share because his access is off St. Francis Boulevard N.W. <br /> <br />Mayor Gilbertson inquired about if Mr. Gobematz would subdivide. <br /> <br />Mr. Jankowski stated that Mr. Gobernatz would have to enter into a development <br />agreementiwith City City can specify any request as having to <br /> the <br /> and <br /> the <br /> reasonable <br /> such <br />pay this assessment at that time. Without Mr. Gobernatz, the cost would increase to <br />$2,500 - $2,600 per unit. <br /> <br />CITIZEN INPUT <br /> <br />Bob Long, field, 5731 - 170th Lane N.W., stated he owns a 10-acre parcel. He felt that Mr. <br />Gobernatz'rwould be the most benefitted party as he already sold off one parcel to his son. <br />He felt Mr~ Gobernatz should have to pay for getting the paving done. <br /> <br />Mr. Longfield felt that all owners should be charged equally. He suggested Mr. <br /> property <br />Gobernatz would benefit "down the road". He felt it was unfair to have to pay for Mr. <br />Gobernatz~s share of the assessment.
