He stated that each <br />drive enhance to a City street which is not serviced by curb and gutter shall be provided <br />with a mi~mum 15 inch culvert unless specifically determined otherwise by the Public <br />Works Sul~ervisor. It shall be the responsibility of the property owner to purchase and <br />install the ,~Xluired culvert. The property owner shall have the responsibility to maintain all <br />culverts pi'oviding access to the property. It shall be the City's responsibility to <br />periodicall~t remove sediment between culverts to ensure proper drainage. The City shall <br />be solely r~sponsible for the installation, maintenance, and repair of culverts which provide <br />drainage al:ross City streets. He proposed that the Public Works Supervisor have the <br />authority t6 order the installation, repair or maintenance of any culvert. <br /> <br />Councilmember Hardin inquired if the Public Works Supervisor currently inspects all <br />building si~es to which Mr. Jankowski replied no. <br /> <br />Mayor Oilbertson inquired what would happen if a culvert is not installed when a new <br />house is bfiilt with regard to who pays. <br /> <br />Mr. JankoWski stated it would still be the responsibility of the home owner. He added that <br />there is a ~oviSo for the Public Works Supervisor to waive the requirement of the culvert if <br />he deems'a culvert is not necessary. <br /> <br />Motion b¥-Councilmember Zimmerman and seconded by Councilmember Beyer to direct <br />the City/[~torney to review the proposed culvert policy. <br /> <br />Further discussion: Councilmember Hardin stated he would like the City Attorney or Staff <br />to review jf the Public Works Supervisor should be the one responsible rather than the <br />Building ~Offi .eial for ordering the culvert installed with regard to new home construction <br />and if the Public Works Supervisor should have that authority without authorization from <br />the City Administrator. Councilmember Beyer felt that would be rather restrictive if the <br />Public Wqrks Supervisor had to request authorization first. Councilmember Hardin stated <br />all it would take is a phone call. Councilmember Beyer reiterated this is too restrictive and <br />that Council should allow Mr. Mevissen to do his job. She stated Council ought to have <br />faith and trust in City Staff. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and <br />Hardin. 'Coting No: None. Absent: CouncilmemberPeterson. <br /> <br />Case #12: Review of Rates and Charges <br /> <br />Motion bY~ Councilmember Hardin and seconded by COuneilmember Beyer to table any <br />action wiffi regard to the rates and charges until Council has had more time to review them. <br /> <br />Motion C ,arried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and <br />Zimmerman. Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case #13: Report from Finance Committee <br /> <br />Finance Officer Hart summarized the issues discussed by the Finance Committee and <br />explained ~here are only two items the Council must act upon; one is the execution of the <br />call features on a couple of improvement bonds and the other is authorizing 1993 financial <br />auditing ~rvices. The other items discussed were the rates and charges, TIF Revenue <br />Note, the .Lower Rum River Water Management Organization Joint Power Agreement, the <br />non-compliance of Anoka Area Ice Arena with regard to lawful gambling, and reviewing <br />the cash ~bw projections for the landfill funds. <br /> <br />City Council/August 24, 1993 <br /> Page 8 of 9 <br /> <br /> <br />
