He also noted that a natural wetland exists less than 300 feet from the subject <br />lot which 6ould be utilized as a repository for area drainage. <br /> <br />CouncilmOmber Beyer stated she still has a problem with using this lot when there is a <br />drainage C0neem. She felt there would be problems with flooding and felt that the City <br />would be.&sturbing the natural flow of water. She added that the City cannot dump water <br />onto private property. <br /> <br />City Admi~s~rator Schroeder stated that the City has drainage easements over portions of <br />Lots 7, 8 and 9 of Block 3. <br /> <br />Mayor Gilbert~n stated that he agrees with Mr. Jankowski's computations. He added that <br />Mr. JankOkvski's memo to Council also states that he talked this over with Public Works <br />SuperviS°{ Mevissen. <br /> <br />Councilmember Beyer still felt there would be drainage problems and disagreed that Mr. <br />Jankowski?s memo stated that he had talked it over with Mr. Mevissen. <br /> <br />CouncilmCmber Zimmerman stated he is not convinced it would work to fill in this lot at <br />this time.F He inquired if there is an outlet for Amber Ridge to which Mr. Jankowski <br />replied yeS, into the Rum River. <br /> <br />CouncilmCmber Zimmerman stated that he cannot vote in favor of this ordinance at this <br />time. . <br /> <br />Mayor Cl~bertson suggested to Councilmembers Beyer and Zimmerman that the City <br />Engineer ~as been trained to take calculations and make these types of decisions. Council <br />hired a Cit~ Engineer for this reason and Council should have faith in his ability. <br />CouncilmCmber Hardin suggested tabling the adoption of the ordinance to allow for <br />Councilm~mber Zimmennan to visit the lot with the City Engineer and the Public Works <br />SuperviS°i~. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to table the <br />adoption ~0f the proposed ordinance to sell Lot 6, Block 2, Gorham's Sandy Acres. <br /> <br />Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #10: Update on Hog Farm <br /> <br />Zoning Administrator Frolik stated she inspected Jake Barthold's property and there are no <br />hogs remaining. There were some manure and food scrap deposits found on the property, <br />but these ~iaaterials will dry up and decompose into the ground. <br /> <br />Case #11: Consideration of Culvert Policy <br /> <br />City Engi$eer Jankowski stated that throughout most of the City, drainage is facilitated <br />through a _~ystem of culverts. The majority of these culverts are placed beneath individual <br />drivewayg,.but culverts also cross public roadways. The City is often asked to repair, <br />replace, o~ anstall culverts.
