Report on Informational Meeting Held on Bison Street Paving
Project

City Engineer Jankowski stated that an informal meeting was held regarding the paving of
Bison Street N.W. There were representatives from Dellwood Hills, residents of Bison
Street (7 of 10) and representatives of Golden Eagle Estates. Previous feasibility studies
had been:passed on the basis that some of the lots in Dellwood Hills would share the cost.
In reviewing the development agreement, it stated there would be no further assistance
from DellWood Hills, therefore, financing would have to come only from the residents on
Bison Stro~t. The cost would then be in excess of $6,000 per unit which the seven of ten
Bison StrUt r~idents present felt was an unacceptable figure. City Staff agreed to look at
how the. Onancing might be arranged such that the City may participate in it. Mr.
Jankowski, stated another feasibility study will be brought back to Council.

City Administrator Schroeder stated the paving of Bison Street will be discussed at the
same time ithe paving of the last 4.2 miles of dirt street are discussed.

Consensus of the Council was that the paving of Bison Street would not be dealt with until
the whole package of paving the remainder of the dirt streets is discussed.

Case 09: Adopt Proposed Ordinance to Sell Lot 6, Block 2, Gorham's
Sandy Acres

Zoning Administrator Frolik stated that adoption of this ordinance was tabled at Council's
last meedr~g because of a drainage concern.

City Engineer Jankowski stated the lot is largely a depression which is approximately 12
feet below~the grade of the adjacent streets. He made a "windshield survey" of the area and
concluded!that an area of approximately 10 acres may ultimately drain into this depression.
He stated ~that assuming that half of the lot was retained in its present state for drainage
purposes ~d mn off coefficients consistent with subdivision-type development on sandy
soil, he calculated that the remaining depression would accept an eight to nine inch

City Council/August 24, 1993
