Case #16: The Paving of Jarvis Street N.W. <br /> <br />City Ad~ <br />of Ramse] <br />the City o <br />River will <br />$12,000 a <br />go throug! <br />Mr. Sclm <br />with the <br />acceptabl <br /> <br />xfistrator Schroeder reported that the City of Elk River recently contacted the City <br /> and suggested they would like to overlay Jarvis Street N.W. They inquired if <br /> Ramsey is interested in participating with the project and if so, he believes Elk <br /> overlay Jarvis Street N.W. up to Ramsey's border. Elk River has requested <br /> Ramsey's share of the project. If Rarnsey did this project on its own, it would <br /> the regular process and have the benefitted parties pay a commensurate share. <br /> '~ler figured the amount the City would have to pay would be just over $9,000, <br /> mlance being paid by the benefitted homeowner. He suggested it may be <br /> for the City of Ramsey to donate $9,000 to the project and the property owners <br /> <br />would not'be ~sessed anything. The City would not be putting out any more money. Mr. <br />Schroede~ informed Council that even though this streets in relative disrepair, it is not a <br />project St~ ff has considered doing in the very near furore. <br /> <br />Mayor GiI ~r~son stated that the City of Elk River provides maintenance for this road. <br /> <br />Councilm~mber Beyer stated she feels uncomfortable with just putting an overlay on such a <br />bad road 8~nd suggested considering the life of the road and where the dollars would come <br />from to pa~ for this project <br /> <br />Mr. Schro~ er stated that in the past, the City has not budgeted for street maintenance but <br />instead "piled ~em up" for a future bond issue. In 1994, the street maintenance program <br />will be a bi~dgeted item. <br /> <br />Couneilmember Zimmerman stated that on September 23, 1993, the City of Ramsey is <br />meeting..w~th four other adjoining cities and he suggested "putting our best foot forward" <br />and worldag with Elk River to get this overlay project completed. <br />Mayor Gilbertson agreed that it would show good faith. <br /> <br />Councilm~mber Zimmerman inquired about assessing back some of the cost to the <br />benefitted ~homeowners to which Mr. Schroeder replied that because of the process being <br />followed, We cannot assess any of the cost back to the homeowner. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to direct <br />Staff to eo~taet the City of Elk River and indicate that the City of Ramsey is willing to <br />participate ~in the Jarvis Street overlay project at a cost of $9,150. <br /> <br />Further di~us~on: Councilmember Beyer agreed that the City of Ramsey should show a <br />good faith~ effort by participating in the project; however, she stated she still feels <br />uncomfortable about an overlay project when she does not know what the base is like <br />under the rbad ~or what the life of the road is. Mr. Sehroeder stated he would request Elk <br />River addr6ss Couneilmember Beyer's concerns. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman <br />and Beyer' IVoting No: None. Abstain: CouneilmemberHardin. <br /> <br />Case #17: Declare Surplus Property <br /> <br />City Administrator Sehroeder explained that the Police Department has purchased two new <br />squad ears this year and, as a result, there has been a shift in vehicles. The Building and <br />Administra~ve Services Departments will now be using these vehicles.
