Mr. Schro/der stated that Staff is asking City Council to adopt a resolution which adopts a
negative fihding. This item has been discussed over a dozen times in the last two years and
now it is tip to the Council to make a decision to benefit the community as a whole. He
added thag Staff does understand the concerns of the people and will continue to address
these con,ms with the City Engineer. We are at the last 6/10th mile; if City Council does
not provid~ for a collector roadway, the traffic will use residential streets. That will cause
I negative i~?p~ts upon those residents. The alignment the City is proposing, impacts four
parcels. 'l~raffic impacts already exist; if the road is not built, the traffic will be in existing
neighborh~r~od~ on 154th 155th and 156th. He stated that the City has dealt with all the
I issues tha~ have to be dealt with and Staff's recommendation is that this roadway must be
completed~ This will provide the much needed crosstown medal that will benefit the entire
community.

I Mr. Vasseur stated it sounds as if Mr. Schroeder's mind is already made up.
Mr. Schr0~.der~ stated his mind is made up and added that he feels this road is in the best
I interest of the City.
Mr. Vasseur disagreed and added that traffic moves too fast now and this will double that
i problem.
Pat Rich, r7851 - 152nd Lane N.W., Ramsey, stated Council should vote no on this road
because them is so much opposition to it.
I Mr. Vas~ur suggested putting a 99-year moratorium on the project.
· ~ Jennifer 0smoson stated that when City sewer and water are proposed, the citizens have a
·
say in it, r. She felt these people are looking for help and Council is not giving them any.
She suggested Council give the people somewhere to mm.
I Councilmember Peterson stated that it is unfortunate that many of the people have been
misinforr~ by persons in their neighborhoods. They have been told horror stories about
what hapl~ens when a road comes through their neighborhood. He stated his neighborhood
I recently e~perienced change when the road came through but a comment at the last meeting
from an ~fected party was that the wetlands actually got better. He added that the landfill
and the gelf course will not benefit by this extension.
I Mr. StmWVe stated that he may not have owned his house when the road was going
through~ut he suggested that the road alignment changed when it was initially going to go
i in front o1' Councilmember Peterson's house.
ADJOURNMENT
I ConsensUs was to close the public hearing.
The public hearing adjourned at 8:22 p.m.
I Respectf~ lly submitted,

__ ~ J~Thieltflg ~ -'---~ \ /~// ~---4/[~ Sc'broeder '
i
Recordifil~ Seereta~ '-~ City Administrator

Public Hearing/EAW/City Council/September 14, 1993
