Councilmember Peterson and seconded by Councilmember Beyer to table the <br />introduction of a franchise fee ordinance until after the budget process is complete. <br /> <br />Motion carried. Voting Yes: Mayor Cdlbertson, Councilmembers Peterson, Beyer and <br />Zimmerm~. Voting No: Councilmember Hardin. <br /> <br />Case #13: Adopt Proposed Ordinance to Sell Lot 6, Block 2, Gorham's <br /> Sandy Acres <br /> <br /> r <br />Zoning A .dministrator Frolik stated this is the third attempt to get the ordinance adopted to <br />sell Lot 6i Block 2, Gorham's Sandy Acres to the Anoka County Community Action <br />Program;', <br /> <br />Councilm~mber Zimm~rman stated he is still not comfortable with the drainage issue that <br />has been ~scussed regarding this property. <br />Councilmember Beyer stated she too is uncomfortable with building on this lot because of <br />the drainage. <br /> <br />Mayor Oilbertson stated he is comfortable with it as long as the City Engineer is. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Hardin to adopt the <br />ordinance huthorizing the sale of Lot 6, Block 2, Gorham's Sandy Acres. <br /> <br />Further di~ussion: Councilmember Zimmerman inquired if ACCAP would be required to <br />do some engineering on the site to determine that there is plenty of perc for the septic <br />system. ~. So. breeder replied that a grading plan will be required. Councilmember Beyer <br />inquired al~out the lots around that area. There will be water dumped on them and that <br />would be private property. She felt that anything the City had obtained for drainage <br />property Should not be given up for anything else. City Engineer Jankowski stated there <br />are drainage easements throughout Gorham's Sandy Acres and added that this lot does not <br />have a dedicated drainage easement. <br /> <br />Motion fail, ed. Voting Yes: Mayor Gilbertson and Councilmember Peterson. Voting No: <br />Councilmembers Beyer Hardin and Zimmerman. <br /> <br />Case #14i Review of Rates and Charges <br />Finance Officer Hart presented the proposed rates and charges for 1994. She stated that <br />most of thelitems are the same as in the past. <br /> <br />Couneilmemb~ Zimmerman stated that the City needs to make progress in this field <br />because of~ats-need for sources of revenue.
