I Case ~6: Introduce Proposed Ordinance to Establish Regulations for <br /> ~ Moving Structures into and Within the City of Ramsey <br /> <br /> I <br /> I <br />;I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Zoning Administrator Frolik stated that the subcommittee formed to work on the issue of <br />accessory.~~ uses and buildings also took on the task of establishing regulations for moving <br />structuro8 into or within the City of Ramsey. At the last workshop meeting of this <br />subcommitteo! Staff was directed to draft an ordinance to prohibit the moving of structures <br />into and Within the City. Staff discussed this direction with the City Attorney and he <br />advised a~. '.1~. t ab.~.lute prohibition as it could be challenged as discriminatory. He stated <br />that establishing stringent regulations for moving in structures can provide the protection <br />the City ~lesires without being discriminatory. The subcommittee agreed upon the <br />following; Allow accessory structures to be moved into or within the City with a building <br />permit; a!~d require a building moving permit for homes to be moved into or within <br />Ramsey. ri'he building moving permit does require a review by the Planning Commission <br />and apprOval .of the City Council. Approval would be based on, but not limited to, <br />buildingr ~Chitecture, style, age, construction materials, and valuation. An approved <br />building moving permit will require the applicant to post a financial guarantee to ensure <br />proper c ~ompletion of the project. The amount of the financial guarantee would be <br />determine~l on a case by case basis. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />introduce the proposed ordinance amending Chapter 8 of the Ramsey City Code to <br />establish r~gulations for moving structures into or within the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin, <br />Beyer andPeterson. Voting No: None. <br /> <br />Case 87: Proposed Renaming of Sunfish Lake Drive N.W. <br /> <br />City Adm~'nistrator Schroeder stated that the proposed renaming of Sunfish Lake Drive <br />N.W. and al~o 153rd Avenue N.W. was on the September 14, 1993 agenda. The <br />proposed renaming of 153rd Avenue N.W. was also on that agenda but it will be discussed <br />at a later date. Three suggestions were received for the proposed name change of Sunfish <br />Lake DriVe N.W.; however, Staff is recommending a fourth suggestion which is Sunwood <br />Drive N.W. Mr. Schroeder explained that while this suggestion did not come from the <br />public, it ~hoUld be noted that the road originates at Sunfish Lake and goes through Wood <br />Pond Hill~ and Sunny Pond subdivisions plus provides access to the Wood Pond projects. <br />It is recomended that the name include Drive as it will be an east/west connector and this <br />would fotIOw the pattern established with the renaming of Front Street N.W. to Riverdale <br />Drive N.W. <br /> <br />Motion bY Councilmember Hardin and seconded by Mayor Gilbertson to introduce the <br />ordinance ~naming Sunfish Lake Drive N.W. to Sunwood Drive N.W. <br /> <br />Motion oarried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Peterson. <br />Voting No:. Couneilmembers Beyer and Zimmerman. <br /> <br />Case #8: Introduce Ordinances Amending and Establishing Funds and <br /> Related Policies Pursuant to City Charter Chapter 7.9 <br /> <br />Finance {~cm' Hart stated that e~lier the Finance Committee discussed several funds that <br />should be in~'oduced by ordinance. <br /> <br />City Council/September 28, 1993 <br /> <br />I Page 8 of 11 <br /> <br /> <br />
