Councilmember Hardin inquired if there was adequate parking for the 20 cars plus the employees. Mr. Ste~Klinowski, representing Champlin Towing, stated that the site plan provides six spots for ~mployee and customer parking. He then inquired if he ends up with 22 cars, how stringent would the City be about the 20 cars. Mr. Jank°wskl informed him that residents do not want to see 200 cars there but one or two cars[Over the 20 should be okay. Mr. Klinowski stated there is room for only 25 to 30 cars because they have to allow room for the WreCkor to mm around. Mr. Jank0wski stated that City Staff and the Planning and Zoning Commission are recommi~nding approval of the request for a conditional use permit contingent upon the applicant entoring into a conditional use permit agreement. In addition, there should be a time frmaxe established for the planting of the trees if the conditional use permit is to be approved.~r Staff has added a term to the conditional use permit to require these plantings by summer 1994. The CounCil proceeded to review the findings of fact pertaining to Champlin Towing. Motion ,by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt ResolutiO!~ g93-10-243 adopting Findings of Fact g0347 relating to a request for a conditio rn~l u~ permit to establish a towing service with impound lot and auto repair facility in the Industrial District. Motion ¢ ,arried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, Hardin and Peterson. Voting No: None. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt ResolutiOn g93-10-244 approving the issuance of a conditional use permit to establish a towing service and auto repair facility in the Industrial Dislrict. Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and Hardin. Voting No: Councilmember Peterson. Case #17: Request for Site Plan Review of Top 10 Center; Case of 7129 Partnership City Engineer Jankowski stated that Mr. Ron Touchette of the 7129 Partnership is requesting sit~ plan review to expand what will now be called the Top 10 Center at 7129 Highway #10 N.W. The applicant is proposing to expand the property under a three-phase program~ Mr. Jankowski summarized these phases. Mr. Ron Touchette stated that in the secured parking area, there is a little contention whether it. needs tar or Class V, it may not be used on a daily basis. He stated to go to the expense of tarring it is beyond the financial means of his partnership. He stated they have really made this area a desirable property and are now out of money to spend.
