He then inquired if he ends up with 22 cars, <br />how stringent would the City be about the 20 cars. <br /> <br />Mr. Jank°wskl informed him that residents do not want to see 200 cars there but one or <br />two cars[Over the 20 should be okay. <br /> <br />Mr. Klinowski stated there is room for only 25 to 30 cars because they have to allow room <br />for the WreCkor to mm around. <br /> <br />Mr. Jank0wski stated that City Staff and the Planning and Zoning Commission are <br />recommi~nding approval of the request for a conditional use permit contingent upon the <br />applicant entoring into a conditional use permit agreement. In addition, there should be a <br />time frmaxe established for the planting of the trees if the conditional use permit is to be <br />approved.~r Staff has added a term to the conditional use permit to require these plantings by <br />summer 1994. <br /> <br />The CounCil proceeded to review the findings of fact pertaining to Champlin Towing. <br /> <br />Motion ,by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt <br />ResolutiO!~ g93-10-243 adopting Findings of Fact g0347 relating to a request for a <br />conditio rn~l u~ permit to establish a towing service with impound lot and auto repair facility <br />in the Industrial District. <br /> <br />Motion ¢ ,arried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />ResolutiOn g93-10-244 approving the issuance of a conditional use permit to establish a <br />towing service and auto repair facility in the Industrial Dislrict. <br /> <br />Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer and <br />Hardin. Voting No: Councilmember Peterson. <br /> <br />Case #17: Request for Site Plan Review of Top 10 Center; Case of 7129 <br /> Partnership <br /> <br />City Engineer Jankowski stated that Mr. Ron Touchette of the 7129 Partnership is <br />requesting sit~ plan review to expand what will now be called the Top 10 Center at 7129 <br />Highway #10 N.W. The applicant is proposing to expand the property under a three-phase <br />program~ Mr. Jankowski summarized these phases. <br /> <br />Mr. Ron Touchette stated that in the secured parking area, there is a little contention <br />whether it. needs tar or Class V, it may not be used on a daily basis. He stated to go to the <br />expense of tarring it is beyond the financial means of his partnership.
