Mayor Gilbertson stated that Mr. Touchette has made great improvements to the property and that ih~ (G-ilbertson) does not have a problem with his (Touchette) request for Class V. He added ~the area will be used for storage. Councilmember Zimmerman agreed that Mr. Touchette had made great improvements to his propertY' along Highway # 10. Councilmember Hardin stated that the City has required other people along Highway #10 to do the paVing. Mayor G-ilbertson stated that is on areas used daily. Mr. Touehette reiterated that this property needed so much work that his partnership is at the limit of what they can afford to do. He stated he would be more concerned about getting the old house on the property torn down instead of tarring the storage parking area. He addexl, ithat his company is the Fleetwood Collision Center which is a retail collision repair shop. He added there will not be motor homes stored on the property. Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to grant site plan approval to the expansion of the Top 10 Center with the secured parking area being p~x~ed and curbed with bituminous materials in the third phase and contingent upon the applicant entering into a Site Plan Development Agreement with the City. Further discussion: Mr. Jankowski stated that the storage area will have a fence around it so bituminous curbing there is acceptable. Mr. Touchette stated he is hoping that phase three will ~aappen in two years. Councilmember Zimmerman stated that Mr. Touchette has made an improvement to the City of Ramsey. Motion Can'ied. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman, Beyer and Hardin. Voting No: None. Case #18: McKinley Street Right-of-Way City Administrator Schroeder stated that some time ago, the City started negotiations with property Owners to purchase right-of-ways with regard to the eventual completion of McKinley Street N.W. Final acquisition of this property would bring to conclusion the issue of:easement utilization without adequate ownership by the City. This does not conclude the discussion of who should build and pay for the street, when that should occur, ~d what rights and responsibilities fall upon the City throughout the process. Mr. Schroeder stated that appraisals have been completed and he asked Council to authorize the right-of-way acquisition. Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt Resolution #93-10-245 authorizing acquisition of fee simple interest of certain real estate for utilities and future extension of McKinley Street N.W. Motion Carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, Hardin and Peterson. Voting No: None. City Council/October 12, 1993 Page 13 of 17
