Case #19: Authorization to Award Engineering Services for Sunwood
Drive N.W.

City Engineer Jankowski stated that the improvements of all phases of Windemere Woods,
Chesmut ponds, Chesmut Hills, Cedar Hills, and Sunny Ponds will be completed this fall.
This rapid development of urban lots in the area has placed a great demand on the need for
Sunwoo~ Drive N.W. (aka Sunfish Lake Drive N.W.). Mr. Jankowsld explained that
there would be impacts on DNR protected wetlands with the construction of this road. The
City requested and received proposals from four engineering firms with regard to the
project.[ He summarized the contract for services outlined in the RFP and recommended
that the :mntract be awarded to Hakanson Anderson as they submitted the least costly
proposal and they are the most familiar with the existing developments and landowners in
this area.

Motion by Councilmember Hardin and seconded by Councilmember Zimmerman to adopt
Resolution g93-10-246 awarding contract for engineering services for Sunwood Drive
N.W. (aka Sunfish Lake Drive N.W.) between its existing terminus in Wood Pond Hills to
County Road #57.

Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Hardin, Zimmerman,
Beyer and Peterson. Voting No: None.

Case #20: Adopt Ordinance to Establish Regulations for Moving Single
Family Dwellings into and within the City of Ramsey

City Engineer Jankowski stated that on September 28, 1993, City Council introduced an
ordinance to amend City Code to establish regulations for moving single family dwellings
into the City of Ramsey. Staff is recommending formal adoption of that ordinance.

Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to adopt
OrdinanCe ~Y3-15 amending Chapter 8 of the Ramsey City Code to establish regulations
for moving single family dwellings into or within the City of Ramsey.

Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Zimmerman, Beyer,
Hardin and Petcrson. Voting No: None.

Case 021: Membership to the North Metro Mayors Association

City Administrator Schroeder stated that on Thursday, September 23, 1993, the City of
Ramsey hosted a meeting with the Cities of And#vet, Anoka, Champlin and Dayton. At
this meo. ting, membership in the North Metro Mayors Association was discussed. He
stated that as a result of the meeting, a letter was forwarded to the North Metro Mayors
Association expressing a desire for increased activity by the organization with a more direct
benefit to'Ramsey and its surrounding communities. He explained that if it is Council's
intent to withdraw from the organization, written notice must be given by October 15th
prior to the subsequent January I st fiscal year. Mr. Schroeder suggested, to preserve the
City's options, that the North Metro Mayors Association be informed of Ramsey's possible
intent to :withdraw from the organization and to work with our neighboring communities
and the North Metro Mayors Association over the next three months in order to determine
whether OUr membership in this organization in the future is of value to the citizens of
Ramsey.'

Mayor Oilbertson stated it seemed the other cities had the same issues Ramsey did and he
suggested maybe we could "do better on our own".

City Council/October 12, 1993
