Voting Yes: Mayor Gilbertson, Couneilmembers Hardin and Peterson. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Case #24: Consideration of Contract for Snow Plowing <br /> <br />City Engineer Jankowski stated that City Staff has been discussing the possibility of <br />contracting out one of the snow plowing routes for the 1993-1994 season. This discussion <br />occurred~ because the 1994 budget does not contain funding for replacement of the 1982 2- <br />1/2 ton track. Mr. Jankowsld explained that there are four 2-1/2 ton tracks along with two <br />graders the City has for snowplowing. Public Works Supervisor Mevissen has indicated <br />that he i,.prepared to utilize the 1982 tmek for the 1993/1994 snowplowing season. Mr. <br />Jankow ~!d presented a cost comparison between purchasing and maintaining a track and <br />contracting for the snowplowing for one of the six circuit routes. It appears that the new <br />tmek would s~rve no other function than snowplowing. <br /> <br />Mayor Oilbertson asked Mr. Mevissen what he thought of contracting out for <br />snowplowing. <br /> <br />Mr. Mevissen stated contracting out for snowplowing has not worked in the past and he is <br />not in favor of doing it again. <br /> <br />Councilmember Zimmerman stated he originally supported this idea but he contacted the <br />City of Ham Lake to find out how contracting out worked for them. They (Ham Lake) <br />ended up being "bailed out" by the County. He added he cannot support this idea now. <br /> <br />Councilmcmber Peterson stated he is not ready to go into it this year because this truck still <br />has some :"life in it". He felt that with the over time, and more part time people, Public <br />Works should be able to take care of the snow removal. He suggested status quo for now. <br /> <br />Mayor Oilbertson inquired why there is a request to replace a truck with only 48,000 miles <br />on ~t. <br /> <br />Councilmember Hardin felt that the key to gauge replacement is when the repairs are <br />numerous. <br /> <br />Mr. Mevissen stated that he has kept ahead of the repairs by replacing vehicles and felt that <br />this track needed to be replaced. <br /> <br />City Administrator Schroeder stated that the truck cost $250 in repairs for last year and <br />added that the only thing the truck is used for is snowplowing. <br /> <br />Mr. Mevissen stated that is not true. The truck would be used if Public Works was not <br />short on employees. <br /> <br />Mr. Schroeder stated that he was told that this vehicle would not make it through the snow <br />season sohe felt the City should try the contracting out to see if it works or doesn't work. <br />He stated he does feel that the truck can do the work and if Council is not interested in <br />giving the contract a try, Mr. Mevissen has presented that he is willing to snow remove <br />with the same equipment. <br /> <br />Motion .rby Councilmember Hardin and seconded by Councilmember Zimmerman to table <br />the conslderafion of contract for snow plowing at this time. <br /> <br />City Council/October 12, 1993 <br /> Page 16 of 17 <br /> <br /> <br />
