I <br /> <br /> I <br /> I <br />I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> <br /> PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Rainy City Council conducted a public hearing on Tuesday, October 12, 1993, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />regarding the proposed assessment for Improvement Project g93-01 (Sealcoating and crack <br />filling improvements to Crows Unplatted Addition). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Oilbertson called the public hearing to order at 7:32 p.m. <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that the City is proposing to assess 50% of the total cost of <br />$45,431,, for an amount of $22,715. This amount is divided among the benefitted parties. <br />A letter was received from David and Ruth Chapman stating their lot does not front on any <br />of the streets that are being improved. He stated he agrees it should not be special <br />assesse~ however, there are other residents on county roads and they will never be <br />assessedifor a county project. Mr. Jankowski stated that he also received objections from <br />Mr. and Mrs. Chris Loso because their lot does not front on the street either. He stated the <br />City has previously assessed properties such as these. <br /> <br />CITIZEN INPUT <br /> <br />Jim Connelly, 16235 Kamacite Street N.W., Ramsey, inquired if the amount assessed is <br />what's being totally paid to the contractor. <br /> <br />Mr. Jankowski stated that it was, plus 17 percent is charged for administrative overhead, <br />preparatory patching, etc. <br /> <br />Mr. Connelly inquired if the preparatory patching was done by the contractor or by City <br />crews. <br /> <br />Mr. JankoWsld replied that some is done by City crews and some is done by the contractor. <br /> <br />Mr. Connelly felt that the City crews were on the payroll and that is figured into the budget <br />already, :herefore, the amount they did should be subtracted from the assessment amount. <br /> <br />Public Hearing 093-01/City Council/October 12, 1993 <br /> Page 1 of 3 <br /> <br /> <br />
