Mr. JankOwski stated that $1,542 of the total amount equals the preparatory work
performed by the City.

Mr. Conn{lly inquired if that wouldn't he part of the work that they would be doing any
way.

Mr. Jankowski replied that this type of work is more extensive than the normal duties.

Mr. Conn¢lly suggested this is "double-dipping". He commented that the street was not
swept in ia:Ltimely fashion also and suggested that the amount paid to the contractor be less
because of that.

Mr. Jankowsld stated he is sensitive to Mr. Connelly's objection and it is important to get
the gravel off the streets soon, however, he felt it was not in the City's best interest to
alienate ~ good contractor by charging for liquidated damages, and he is basing the
assessment on full payment to the contractor.

Mr. Connelly inquired about the type of guarantee there is on the sealcoating project.
Mayor cdlbertson suggested seven years.

Mr. Connelly stated there should not be grass growing between the cracks two weeks after
the road is done.

Mr. Jankowski stated there was crack filling performed but not all of the smaller cracks are
filled.

Marlin Parry, 16237 Kamacite Street N.W., Ramsey, stated he would like Mr. Jankowski
to visit Kamaeite Street. The street is not level, there is grass growing in the street cracks,
it was two months before the street was swept, the oil was not spread completely to the
edge of the asphalt and the asphalt is splitting out from being traveled on by the mail truck.
The quality is not up to par and he felt it should be inspected and then assessed
accordingly.

Renee Loso, 16554 Quartz Street N.W., Ramsey, stated that one of their lots does not
front on the street and the other lot is not buildable. She felt they should not be assessed
for the second lot.

Mr. Jankowski stated that the second lot has a garage built on it and that it could be
buildable. However, he added that it would be difficult to assess if the soil would support
a septic system.

Ms. Loso argued that the lot is not buildable and felt that this would not be a benefit to that
lot at all.

Mr. Jankowski explained that there are three lots in this project which front on a county
road. He added that vacant properties are also assessed.

Kevin Fossen, 16259 Jaspar Street N.W., Ramsey, stated he agrees that the project was of
poor quality and felt that if an adjustment could be gotten from the contractor, it should be
pursued, i He stated there are dips in the road, the gravel wasn't swept off, and there is a
large hole .that was dug out and should have been filled back in.

Public Hearing 093-01/City Council/October 12, 1993
Page 2 of 3
