I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ram~y City Council conducted a public hearing on Tuesday, October 12, 1993, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, <br />regarding .the proposed assessment for Improvement Project g93-06 (Sealcoating and crack <br />filling improvements to Pineview Estates First and Second Additions). <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbert,son called the public hearing to order at 8:10 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated that the total assessment is $17,938 and the City is <br />proposing to assess half of that amount to 62 units for a cost of $144.66 per unit. <br /> <br />CITIZEN INPUT <br /> <br />Donald Bye, 7211 - 150th Lane N.W., Ramsey, stated he is dissatisfied with the service <br />rendered, i He added the general consensus appears the work is not adequate and there is <br />not enough follow-up. The cracks are not filled, and there is grass growing up between <br />them. <br /> <br />Mr. Jankowsld stated that when a project is done, about 80 percent of the cracks are filled. <br /> <br />Mr. Bye stated that when a project is proposed, it does not state that only 70 to 80 percent <br />of the cracks will be filled. He stated he would expect 100 percent. He suggested that for <br />future improvements, if the City plans to only have 80 percent of the cracks filled, etc. the <br />residents should be notified of that. <br /> <br />Mr. Jankowski stated it is not economically feasible to blow out every crack. He felt that <br />an adequate job had been done. <br /> <br />Mr. Bye;stated that according to his standards, the job done was inadequate. He added that <br />maybe he is expecting too much and Mr. Jankowski is expecting too little. <br /> <br />Councilmember Hardin stated that Staff would look at the project and come back to Council <br />with a recommendation. <br /> <br />Public Hearing g93-06/City Council/October 12, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
