Voting No: None. <br /> <br />The Persoimel Committee recommended that no further personal and/or area air sampling <br />be pefforn!ed at the Public Works facility as the levels are significantly below their <br />respecfive~limits. <br /> <br />The Coun°il agreed with the Committee recommendation and no further action is <br />necessary. <br /> <br />Case g9: Report from Road and Bridge Committee <br /> <br />City Engirneer Jankowski stated that the annual street paving program was discussed. <br />Council ~ directed that Staff draft a policy to get the remaining streets paved and <br />budgeted r$20,000 toward this. Because of the high individual assessment costs, the <br />Committ~ :discussed placing a cap on the assessment amount. Streets that will soon <br />become MSA streets were excluded. He stated he presented a target subsidy and various <br />cap levels.were proposed. Historical data was reviewed with regard to assessments. He <br />proposed a $4,000 assessment cap; at that level, the City can expect to spend $70,000 in <br />subsidies. He stated the Road and Bridge Committee is recommending that the City <br />Council adopt the $4,000 assessment level and to have it indexed so it would be adjusted <br />annually tO allow for inflation. <br /> <br />Mr. Jankowski stated that the 1994 Projects for Paving were discussed. The proposal for <br />1994 is to,target Bison Street and the sections of Jackal and Iguana between 153rd and <br />151 st Avenues N.W. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to <br />establish the average amount of assessment at $4,000 and that it be indexed to allow for <br />inflation. <br /> <br />Further disoussion: Councilmember Hardin stated he would like to have more time to <br />review this pr.oposal. Councilmember Beyer stated she has a problem using tax payer's <br />dollars for Paving other streets. <br /> <br />Councilmembers Zimmerman withdrew his motion and Councilmember Hardin withdrew <br />his second; <br /> <br />Councilmomber Zimmennan stated the plan is to reduce the miles of gravel. <br /> <br />Mayor Gilbextson stated that with this proposal, all dirt roads would be taken care of by the <br />year 1997.'. If the dirt roads are kept, the City will need a new road grader soon plus the <br />maintenance and it would cost well over $100,000. <br /> <br />Councilmember Beyer stated this is probably a good idea but she asked to see some more <br />information on it, <br /> <br />City Engineer Jankowski offered to send the information out to the Councilmembers. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct Staff <br />to prepare a feasibility study for the 1994 Street Maintenance Program. <br /> <br />City Council/December 14, 1993 <br /> Page 14 of 15 <br /> <br /> <br />
