PW CASE #

iCO~ISIDER REDUCTION OF TIGER STREET SPEED LIMIT
By: Steven J. Jankowski, City Engineer

Background::

The segment Of Tiger Street between Armstrong Boulevard and 173rd Avenue was a County
Road until 1990 C/hen the portion of CR 83 was constructed between Tiger Street and Baugh
Street. Shortl~ afterward, Tiger Street was turned over to the City of Ramsey. The speed limit at
the time Tige~ Street was a County Road was 55 m.p.h., and that posting was not changed after
being turned 6ver.to the City.

The number of access points along this segment of road has also changed over the past decade.
Attached is a :~ketbh showing ten existing access points (with another proposed to be added for
The Tiger Me ~do~s subdivison). Prior To Alicia Addition, being platted in 1992 only four-
access points ~xisted (#1, #5, #9, and #10).

Recently, a re tuction in the speed limit was requested by residents in the Tiger Street vicinity.
The staffofb6th ihe engineering and police department support such a speed limit reduction,
since the clas~.ifichtion of this roadway is residential, similar to the subdivision streets in Alicia
Addition.r i

State law allows for the posting of a 30 m.p.h, limit in urban and rural residential &stncts. Tiger
Street has ei_g~.t re~sidences taking direct access within the segment length of 2350 feet. This is an
average of 294 fe~et per unit. The state definitions of rural residential district requires a 300-foot
spacing thres½old, Staff feels Tiger Street falls within the definition of a rural residential district.
(see attached Mn Statute 169.14 sub 2 (c)).

Recommenda~ tio~:

That the segment 0f Tiger Street between Armstrong Boulevard and 173rd Avenue be declared a
rural resident~l dlstdct, and that a resolution be passed to that effect. Subsequently, the
resolution should ;be transmitted to the Commissioner of Transportation, and that a 30 m.p.h.
speed limit be~poSted ten days thereafter.

Action:

Recommend to City Council that Tiger Street be declared a rural residential district, that a
resolution to that 9ffect be passed and transmitted to the Commissioner of Transportation, and
that a 30 m.p.h, speed limit posting be erected 10 days thereafter.

Reviewed by:
City Attorney!
Police Chief
Director of ptiblic Works
Principal Cit~ Engineer

PW:

06/17/~03
