October 31, 2007 <br />Dear City of Ramsey Planning Commission and City Council: <br />My husband and I have attended the past two meetings to listen and provide input into the <br />discussion regarding Gary Gruber's request to secure a conditional use permit to include <br />motocross, snowmobile racing, demolition derby and rodeo in addition to other events. <br />We have resided and offered employment to this community for 33 years. We live in the <br />second home adjacent to the park that borders the potential race track area. As one of the <br />council members pointed out last evening, new townhome residents "choose" to live near <br />the Sports Bar. We "chose" to live on the Mississippi River before the existence of <br />Diamonds to enjoy all the things that encompasses.. Since the sale of our business in April <br />we also "chose" to remain here to spend our "golden years." Those plans did not include <br />a change in the quality of our lives due to the impact of noise. <br />Gary Gruber claims that he has to make a $50,000 investment in order to go forward with <br />his plans. We made improvements to our property this summer that is twice that amount. <br />This was done before we had knowledge of the potential race track. We can anticipate a <br />reduction in the value of our property which we have maintained for nearly 20 years. <br />Other residents also have considerable investments in their properties all around our <br />community. We don't believe that it is fair only to consider one persons investment <br />which he will profit by at the expense of the residents and business owners who helped <br />build this community. <br />Is a racetrack part of the "Comprehensive Plan" for Ramsey. Will it be used in the <br />Marketing of Ramsey? Is Ramsey really listening to residents concerns and ideas? <br />Is the November 14` meeting really concerned with Traffic corridor improvements <br />and Neighborhood connections? <br />I have submitted copies of some civil actions that were taken in response to the <br />noise /nuisance issue caused by motocross tracks highlighting areas that are concerns for <br />us. In addition, for your review, is a copy of the guidelines local units of governments <br />are required to follow when developing any project of this nature within the Mississippi <br />River Critical Area Program. To the best of our knowledge these codes are still in place. <br />Additionally, for your information we are in the process of filing a Citizen's Petition for <br />an environmental review of this project which will be submitted to the Environmental <br />Quality Board prior to the City Council meeting next month. <br />you for yo consideration, <br />15 �' R0 bertand Karen Brown <br />7854 142 Ave. N.W. <br />Ramsey, MN 55303 <br />-106- <br />
