Cleveland • Ralph Hunt • Jessica Trites Rolle • Gary Van Scoy
• Thomas Gamec, Mayor
FROM: Barbara and Larry Boulka - residents of Dayton who live across the river from Diamond Sports Bar
Dear Breanne,
First of all, would you please see that everyone.on the list receives a copy of my letter. Not everyone has e-mail addresses
listed on your web site, so I was not able to send them this directly. Thank you.
During the meeting on Tuesday, October 30, 2007, it became clear that some members of your elected and appointed officials
are leaning toward allowing Diamond Sports Bar and Grill to allow activities that we feet should be denied.
In checking with various agencies of Anoka and the Northern Suburbs, we believe that these activities would be detrimental to
the surrounding areas and would not serve the residents of Ramsey or Dayton in a positive way. Our reasons are as follows:
• The adjacent park to Diamond Bar is part of the metropolitan regional park system. These parks emphsize passive
recreational use. This park is also located within the corridor of the Mississippi National and River Recreation Area. Not a place
for this type of activity.
• The Mississippi River is designated as a Wild and Scenic River - again, these proposed activities do not follow these
guidelines.
• This is a public park where people like to go to get away and not be bombarded by loud noise
and litter and other activities which could affect the park and the people walking or playing or fishing therein. Instead of bringing
people into Ramsey through activities like Diamond Sports Bar, why not create park areas that will bring in lots of people for the
beauty, fishing and wildlife.
Events like rodeos should be held at the Anoka Fairgrounds, which is set up to handle this sort of activity.
• The noise levels of these activities is already alarming. During the summer we cannot sleep.with our windows open
because the music is so loud. We try to conserve our electricity and not use the air conditioner, but it becomes necessary in
order to sleep. From this point onward, I'll be calling your police department with a complaint every time I hear the music around
my house.
• I've also read that what Diamond Bar is requesting would not be consistant with the federal, state and regional designation
of a river corridor for passive use and nature based recreation.
If you believe that you should do a study on this by giving permits out for these activities, then any study must be done by an
outside agency without ties to your community, Diamond Sports Bar and Grill or through city hall. That would be the only way to
get an unbias report. Any permit should be limited to a 1 time only use.
If you decide to give Diamond Sports Bar and Grill permits for these activities, then we will willing sign a petition calling for an
Environment Impact Study to be done by the city of Ramsey before any of these activities can begin or continue.
Your neighboring communities are important. How would Ramsey feel if Dayton did something like this that would affect
Ramsey residents and ignored your wishes? I don't think your residents would be very happy either.
Thank you,
11/05/2007
—107—
