Steve Edwards, representing T- Mobile stated that he visited the ball field site a few weeks ago
and they were constructing a fence and would like to locate the access road next to the fence.
Public Works Director Olson stated that he would like to locate the access road between the two
fields.
Mr. Edwards stated that they will only need to access the tower about once a month.
Councilmember Jeffrey asked why the access would be built between the two fields because this
area is used as a warm up area for the players.
Public Works Director Olson stated that he would like the area between the fields to be paved
because it will serve as the access road, but also make it easier for strollers and wheelchairs to
move between the fields.
Councilmember Dehen asked how high the cell phone towers generally were and also how high
ball field lights would be. He stated that he was wondering if the cell phone antennae could be
incorporated into ball field lighting.
Mr. Edwards stated that their tower is about 165 feet high.
Public Works Director Olson stated that ball field lights vary, but are generally around 65 feet
high.
Councilmember Dehen asked if the base of the tower needed to be behemoth.
Mr. Edwards stated that the tower base needs to be about 5 feet by 5 feet.
Councilmember Elvig asked if there were concerns about putting the tower close to the highest
hill in the area.
Mr. Edwards stated that they are trying to keep the tower height near 165 feet to get the coverage
they would like to get to the northwest and it allows them to get over the hill
Councilmember Elvig asked if there was another location that would serve their needs better.
Mr. Edwards stated that if there was a location fiuther northwest, then it would serve their needs
better, but the City owned property to the northwest is surrounded by residential.
Councilmember Elvig suggested that perhaps the tower could be located in Burns Township.
Mr. Edwards stated that they already have a tower located on their ball field, similar to what is
being proposed in Ramsey.
Planning Commisisoner Levine stated that the proposed tower location is near the small
children's ball field that would not have lights.
City Council Work Session / October 30, 2007
Page 3 of 19
—163—
