Planning Commissioner Levine stated that he agrees that a trial basis may be the best idea and once the City gets sound data and makes sure that this is not destroying the environment a more permanent decision can be made. Councilmember Elvig noted that his neighbor runs a daycare and there is a significant difference in the noise levels when parents drop off and pick up kids between summer and winter. He stated that in the summertime, you hardly hear anything because of the foliage. Councilmember Olson stated that contrary to Councilmember Look's comments, she does care about our Dayton neighbors and wants to be respectful of their rights to a quiet world. Police Chief Way stated that he wasn't sure that the sound testing would be a police function. Associate Planner Dalnes stated that she feels to get the most accurate measurements; the sound testing should be done at the actual events. Councilmember Elvig stated that he would specifically like to know what effect, if any, there is from the berm. Councilmember Olson asked about the original application that included snowmobile racing. Mr. Gruber of Diamonds Sports Bar and Grill stated that the original application was for 18 events and did include snowmobiling. He stated that after the Planning Commission meeting, looked at sound studies and revised their plans. He stated that they recalculated their figures and within the 60- megahertz levels required by City Code and per the sound studies, motocross was snowmobiling and tractor pulls weren't, so they removed them from the application. He stated that they need to generate revenue that softball used to generate. He stated that if they cannot find ways to generate additional revenue, they will need to close their doors before the end of the year. Councilmember Dehen asked why softball was not generating more income for Diamonds. Mr. Gruber stated that a few years ago, the average player spent $12.65, but last year the average was $1.64. He stated that he cannot maintain a business ltlast with ummer those and in the 4 hours of that event held a small wake boarding event in their parking made what they would normally make in 4 days of business. Councilmember Elvig asked if there was more liquor sales or food sales at the event. Mr. Gruber stated that food sales increased by 60% an d liquor by about 40 %. He stated that they are trying to generate family type events that the whole family can attend. He stated that 13 events is the minimum number they can do to make this work. He stated that it will cost them between $35,000 and $50;000 to set up the area, so if the City only grants them one year, it wouldn't be worth it.
