huge straight of ways and they are not building a half mile or quarter mile track. This track
would take up the circumference of 200 by 300 feet. He indicated he did not know how he can
study the exact site unless they have an actual event there.
Commissioner Van Scoy asked how many vehicles are expected on a track the size requested.
Mr. Graeber indicated the promoter told him it would be around twenty to twenty -five at a time
and the usual meet is ten bikes at a time depending on how many sign up.
Commissioner Brauer stated he has never heard of a noise study where the noise level would
raise straight up at an angle rather than a curve and only at three percent.
Mr. Graeber stated that was the study Annandale provided.
Commissioner Cleveland thought staff did a good job on page 24 the second bullet point
indicating that when they increase the number of bikes, the noise level goes up.
Mr. Graeber stated they took out the tractor pull and snow cross events because they found in
studies that they did exceed the acceptable noise levels. He did leave it in for future
consideration.
Commissioner Trites Rolle stated with keeping open the volleyball court and softball they are .
adding to the CUP and not replacing.
Mr. Graeber stated they did keep the volleyball in the original request but were going to cut
down the softball games by two thirds and only keeping one softball field, which would mean
they could not have any softball tournaments at this site in the future.
Chairperson Nixt asked how much reworking of the site they would need to do to make the
events work.
Mr. Graeber stated they would need to remove the fences from two of the fields, two backstops
and changing that to a six foot angle fence and taking out the sod at one field.
Mr. Dave Dirkman, 14275 Alpaca, stated he thought this was a great opportunity for the
community and these types of events are family oriented and would bring in more money. He
stated he has raced for twenty years and he felt the promoter has done a great job and will draw
people to the community. He stated they need growth in the City and felt this was a great
opportunity.
Mr. Clay Thompson, 7959 142 Avenue, Ramsey, thought it w a s time the City looked at what
they put in the area. They need to look at the kind of growth they put in the City and the area
along Hwy 10 looks really bad. He wondered if other cities such as Maple Grove would allow
something like this. He felt that once this was in and allowed, they will not be able to get rid of it
and he did not think the growth would happen if this were to come in.
Planning Commission/November 1, 2007
