CASE # 7 <br />CONSIDER ACCEPTING COUNTY ROAD 63 FROM ANOKA COUNTY <br />Leonard Linton, Civil Engineer II <br />Background: <br />Anoka County has approached the City about removing the County Road designation <br />from CR 63 between County Road 83 and County Road 5. The route is generally 173 <br />Avenue on the west end and moves to 175 Avenue at the eastern connection. This road <br />lacks shoulders and the pavement surface needs to be replaced. The County provided <br />three (3) options which were reviewed by the Public Works Committee on July 18, 2006 <br />and ratified by the City Council at the August 8, 2006 meeting. The County is allocating <br />$1.25 million dollars for the project, the options included: <br />1. Full rebuild which would use all of the funds <br />2. Partial rebuild with the unused funds given to the City of Ramsey <br />3. Return the road to the City with all of the funds. <br />The second option was selected and staff was directed to negotiate this option with the <br />county. The issue was revisited at the June 12, 2007 City Council meeting. <br />The scope of the County project includes construction of two 12 foot travel lanes and 4 <br />foot shoulders along with 12 foot turn lane and bypass lanes at Armstrong Boulevard, <br />Variolite Street and Nowthen Boulevard. The County will perform all engineering, <br />contract administration and will pay for all proposed improvements. The City will be <br />responsible for future maintenance. <br />The joint powers agreement is attached for review. The county estimates the construction <br />costs at $800,000. The county will also pay the City $425,000 for future maintenance <br />purposes. <br />Staff Recommendation: <br />Staff recommends approval of the Joint Powers Agreement for Jurisdictional Change and <br />Rehabilitation of County Road 63 (173 Avenue/175 1h Avenue) from County State Aid <br />Highway 83 (Baugh Street) to County State Aid Highway 5 ( Nowthen Boulevard) (CP <br />08- 10 -63) <br />Funding Source: <br />Anoka County is paying for the improvements. The City will be responsible for future <br />maintenance after accepting the road. <br />Council Action: <br />Motion to approve the Joint Powers Agreement for Jurisdictional Change and <br />Rehabilitation of County Road 63 (173 Avenue/175 1h Avenue) from County State Aid <br />—227— <br />
