<br />City Engineer Jankowski stated that PSD, LLC has requested an extension for the time to <br />complete the final paving of Sapphire Street, which is directly across the City Hall. He stated <br />that due to the foreclosure proceedings associated with Ramsey Town Center LLC, staff is <br />recommending that this request be granted. <br /> <br />Motion by Councilmember Olson, seconded by Chairperson Elvig, to recommend to City <br />Council that the placement of the final lift of bituminous on Sapphire Street in Ramsey Town <br />Center 11 th Addition be waived for a period of 12 months. <br /> <br />Further Discussion: Councilmember Dehen asked why they want to delay this paving and. <br />whether they were hoping to share the cost with other people. City Engineer Jankowski stated <br />that Ramsey Town Center LLC is responsible for the costs. Councilmember Dehen asked what <br />would happen if in a year there isn't anybody else to share this cost with them. Public Works <br />Director Olson stated that not having the final layer of blacktop is not ideal for snow plowing, <br />but with no development on the west side of the road at this time, staff feels this delay is <br />acceptable. He stated that there may be problems with curbing, and he recommends that an <br />amendment to the motion may be to state that any damage to the curb as a result of snow <br />plowing would be the responsibility ofPSD, LLC. <br /> <br />A friendly amendment was accepted by Councilmember Olson, seconded by Chairperson Elvig, <br />to communicate that any damage to the curb as a result of snow plowing would be the <br />responsibility ofPSD, LLC and not the City. <br /> <br />Amended motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson, and Dehen. <br />Voting No: None. <br /> <br />Case #7 <br /> <br />Safe Route to School Grant Application <br /> <br />City Engineer Jankowski stated that there is a very tight deadline for this grant application <br />because it needs to be submitted by November 16,2007. He stated that there are federal funds <br />available through MnDot for projects that will encourage students Kindergarten through 8th <br />grade to walk or bike to school. Grants up to $175,000 are available for projects that will <br />encourage this goal. He stated that staff is recommending that a grant application be made for an <br />infrastructure project consisting of trail and sidewalk installation within the designated two mile <br />walking district of Ramsey Elementary School. He stated that up to $5,000 of the grant can be <br />utilized for non-infrastructure functions such as education and enforcement ofthe program. <br /> <br />Assistant City Engineer Himmer reviewed the areas the staff plans to target in this grant <br />application, including; Alpine Street and Nowthen Boulevard; CR 5 to Lord of Life Church; <br />Sunfish Boulevard. He stated that the City will be meeting with the school and the County to <br />work on planning. <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember Olson, to recommend to City <br />Council that staff be directed to prepare and submit an application for the Safe Routes to School <br />Program. <br /> <br />Public Works Committee /October 16, 2007 <br />Page 11 of 12 <br />
