<br />Scott Rothrum, 15370 Xkimo Street, stated that he was present for the most recent dye testing <br />and the tablets used were not the proper type of amount for the pond. He stated it should be in <br />powder form. <br /> <br />Chair Elvig asked if Mr. Rothrum was questioning the validity ofthe dye testing. <br /> <br />City Engineer Jankowski stated that the City thinks it knows where the leak is located, but he <br />feels a second test should be conducted to verify the results. <br /> <br />Public Works Director Olson stated that the City still has Letters of Credit for the project, but <br />there is nothing in the specifications that mentions the pond liner, so he is not sure that the City <br />can access this money for any repairs. <br /> <br />Chair Elvig asked if it was likely that the leakage was due to any different grading on residential <br />lots, as had been previously mentioned. <br /> <br />Public Works Director Olson stated that it was probably not caused by the grading on residential <br />lots. <br /> <br />City Engineer Jankowski noted that the dye test was conducted when the water levels were at <br />858.5 feet, which is about 4 feet lower than where the pond should be, as a lined pond. <br /> <br />Mr. Rothrum stated that the water level has dropped about 12 feet since it was tested and even <br />when the water level was 858 feet that is still 4 feet lower than what the acceptable water level of <br />862, which the pond was designed for. <br /> <br />Councilmember Dehen asked whether it was the thought that when the City installed the rip rap <br />, between lots 13 and 14 that it somehow caused this leak. <br /> <br />Public Works Director Olson stated that the rip rap was installed by the developer. <br /> <br />Chair Elvig stated that all it would have taken to rip'the liner was for someone to drop off a big <br />load of rocks in the wrong place. He stated that there must be a big hole because the water is <br />leaving fast. <br /> <br />Mr. Rothrum stated that the water level drops about 1 to 1 Yz inches a day. <br /> <br />Chair Elvig asked about the costs to get more dye. <br /> <br />City Engineer Jankowski stated that the dye costs about $40. <br /> <br />Mr. Rothrum stated that it is approximately $130 for the powder form of the dye in the amounts <br />that is recommended for this size pond. <br /> <br />Chair Elvig asked why the pond's specification call for clay when it is a liner. <br /> <br />Public Works Committee /October 16, 2007 <br />Page 6 of 12 <br />
