<br />Further Discussion: Councilmember Elvig stated that he would like to include in the motion his <br />concerns about the V-turns being allowed on Highway 10 and that he would like to continue to <br />monitor accidents in the area to see if this project adversely impacts other roadways in the area. <br />He stated that this could be included in the motion or just noted in the minutes that the City <br />Council feels this is a big concern. Mayor Gamec suggested that the project be reviewed in 1 <br />year including accident information. Councilmember Olson stated that if this motion passes, she <br />would like to see signage on Highway 10 stating "No Turn On Red". Pam Chamber, 6415 <br />Highway 10, stated that she would like a chance to speak because she has attended all the <br />meetings on this subject, but never spoken before. She stated that their business will not survive <br />if this plan is approved and feels the City Council is turning its back on the businesses because <br />there might be an accident there in the future. Mayor Gamec stated that this is not an easy <br />decision for the City Council to make, but they need to consider the welfare of the whole <br />community. He asked that no more comments be given from the audience because there is a <br />motion on the table. Councilmember Strommen stated that the City has a lot of businesses <br />located on County roads and feels there should be dedicated time for the City Council to discuss <br />City policy about where. these businesses can be located so the City is considered friendly to <br />businesses. She stated that she thinks this discussion should happen soon because the City is <br />working on its updated comprehensive plan. Councilmember Look stated that he feels it is <br />important to note that once this is constructed with the median and .additional traffic lanes he <br />does not feel there is anyway the median will be removed, even if there are additional accidents <br />in the area. City Attorney Goodrich asked if the motion was going to be revised to include <br />Councilmember Elvig's suggestions. Councilmember Elvig stated that he would like it noted in <br />the minutes. Public Works Director Olson stated that regarding Councilmember Olson's request <br />for No Turn on Red signs, that the design of this intersection is different than the Ramsey <br />Boulevard intersection in that someone merging into traffic will be separated by a pork chop. <br />Councilmember Elvig stated that he would like to have a case added to the Economic <br />Development Authority agenda to consider opportunities to enhance access and offer assistance <br />for businesses. <br /> <br />Motion carried. Absent: Councilmember Jeffrey. . <br /> <br />Case #5: <br /> <br />Request for Comprehensive Plan Amendment from Places to Shop to Low <br />Density Residential; Case of the City of Ramsey <br /> <br />Community Development Director Trudgeon stated that at the October 9, 2007 City Council <br />meeting the City Council asked staff to change the property's land use designation from Places <br />to Shop to Low-Density Residential. He stated that the Planning Commission held a public <br />hearing at their November 1,2007 meeting and have recommended approval. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #07- <br />11-301 approving the request and authorizing staff to submit the comprehensive plan amendment <br />to the Metropolitan Council. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Look, and <br />Strommen. Voting No: None.
