<br />Case #6: <br /> <br />Introduce Ordinance to Rezone Property from B-2 Business to Low Density <br />Residential; Case of the City of Ramsey <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #07- <br />11-302 adopting Findings of Fact #0816 favorable to the applicant and introduce an Ordinance <br />rezoning the property from B-2 Business to R-l Residential, contingent on receipt of a <br />comprehensive plan amendment. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #7: <br /> <br />Review of Official Map for Future Right-of-Way Needs for the Northwest <br />Metro Corridor and River Crossing Project; Case of City of Ramsey <br /> <br />Community Development Director Trudgeon stated that the County is in the process of <br />purchasing 41.24 acres formerly known as the Boike property. He stated that 3 lots will be <br />created to enable several funding sources to be used. He stated that in order to preserve the land <br />for the future bridge corridor over the Mississippi River, the City must officially map the <br />property to indicate its future transportation use. He directed the City Council to review the map <br />on page 326 in the packet. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to adopt Resolution <br />#07-'11-303 approving the Northwest Metro River Crossing Official Map over Lots 1, 2, 3, <br />Block 1, River Crossing Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Dehen, Look, <br />and Olson. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Mayor Gamec noted that there was a gentleman at the podium that wished to speak. <br /> <br />Thor Heinen stated that he would . like to comment on Case #4 regarding the intersection change <br />to include a median. Mr. Heinen stated that he owns 3 businesses in the Sunfish Commons mall. <br />He agrees that there should be an outside person brought in to come up with another alternative. <br />He stated that the design as it is now will put all the businesses out of business. He stated that <br />when the State comes and puts a road in, they are willing to pay money to help the businesses <br />relocate and asked why the City wasn't willing to take a look at this. <br /> <br />Councilmember Elvig stated that he asked that this topic be added to a future EDA agenda for <br />discussion of ways to help the businesses that may be affected by the intersection change. He <br />stated that he would love to be able to hang onto the businesses, but noted that no one knows for <br />sure that this will put them out of business. <br /> <br />Mr. Heinen stated that all of the businesses in Sunfish Commons are convenience based and he <br />does not think people will continue to come if it is not convenient for people. <br /> <br />City Council / November 13,2007 <br />Page 16 of 19 <br />
