Economic Development Coordinator Sullivan stated that the City will have the tax implication
and impact of a business valued at $2.9 million brought into the City and also a business that will
create 12 new jobs in the City.

Councilmember Dehen asked how the city recouped the cost of the write down.

Economic Development Coordinator Sullivan stated that the dollars will be recouped through the
TIF district funds. He noted that these funds will be spent in the area on land and infrastructure
expenses. He asked Don Patterson of Diamond Team Properties to explain to the City Council a
little bit about the company.

Mr. Patterson stated that he understands that the City is giving his company a benefit with the
items offered by the City. He stated that the business manufactures plastic cards such as prepaid
phone cards and gift cards. He stated that last year, they manufactured 150 million cards. He
stated that they are looking forward to getting their business back to one facility. He stated that
when the idea of moving to Ramsey was originally raised, they all "poo-pooed" the idea because
it was too far out. He stated that they met with Brooklyn Park, Chanhassen, Blaine and St. Louis
Park and none of them seem terribly interested in their business. He stated that after a 30 minute
meeting with Economic Development Coordinator Sullivan, he knew that Ramsey was the place
for them and was convinced that Ramsey could supply things that the other cities couldn't. He
stated that it has been a pleasure to work with Mr. Sullivan and noted that everyone that they
have spoken with has been excited about Diamond Team Properties coming to the City.

Motion by Councilmember Elvig, seconded by Councilmember Strommen, to authOrize the
business subsidy agreement with Diamond Team Properties, LLC and authorize execution of a
development agreement with Diamond Team Properties, LLC, contingent upon review by the
City Attorney.

Motion carried.
