<br />CASE # 3 <br /> <br />2008 Work Plan <br />By: Chris Anderson, Environmental Coordinator <br /> <br />Background: <br /> <br />As the end of the year is quickly approaching, it is time for the Board to begin considering a <br />work plan for 2008. In contemplating potential projects/initiatives for 2008, Staff thought it <br />would be prudent to reiterate the role of the Board as outlined in City Code. The primary goal of <br />the Board is to ".. . review, consider, initiate and recommend to City Council such policies, plans <br />or projects which will enhance and preserve the natural environment of the City". The Board's <br />scope shall include, but not necessarily be limited to, matters of the preservation of the <br />community forest, water quality, wetland preservation, ground water protection, control of soil <br />erosion and air, noise and light pollution. The 2006/2007 work, with edits to indicate the status <br />of certain items, has been included as Exhibit 2 for reference. <br /> <br />Observations: <br /> <br />When looking at the edited version of the work plan (at least in terms of what items have been <br />completed), it may be a bit deceiving as many of the items are really ongoing tasks. However, <br />several major tasks were completed in 2007, including the adoption of the Municipal Wetland <br />Management Classification Map and a natural resources inventory. Furthermore, the Board has <br />been directed to proceed with pursuing a survey relating to open space/natural resources <br />protection, which is a critical step in determining the feasibility of an open space referendum. <br />Additional accomplishments of the Board in 2007 include hosting a presentation on the <br />economic value of open space by Mr. Paul Anton of the Wilder Foundation and the creation of a <br />wetland buffer guidebook (although yet to be printed) to be used as an educational tool for the <br />public. <br /> <br />Recommendation <br /> <br />The Board should consider topics/projects for inclusion in the 2008 EPB work plan. Staff will <br />than prepare the work plan for consideration at the January meeting and subsequently forward the <br />work plan to City Council for approval. <br /> <br />EPB Action <br /> <br />Based on discussion. <br /> <br />EPB: 12/3/07 <br />
