Exhibit A <br />Diamonds Petition for EAW <br />December, 2007 <br />Page 1 <br />DRAFT <br />FINDINGS OF FACT <br />Regarding the Petition for an Environmental Assessment Worksheet (EAW) <br />for <br />DIAMONDS SPORTS BAR AND GRILL <br />Ramsey, MN <br />December, 2007 <br />Proiect Description <br />Diamonds Sports Bar and Grill is located at 7550 Highway 10, Ramsey, Minnesota. The legal <br />description is Lot 1, Block 1, The Diamonds, Anoka County, Minnesota. To the north of the <br />Diamonds property are t11e Ramsey Town Center. and Trunk Highway 10/169, a major commercial <br />transportation corridor. To the south of the Diamonds property is the Mississippi West Regional <br />Parlc, which is located in the federally designated corridor of the Mississippi Critical Area <br />Program. The Diamonds property is adjacent to, but not within the Critical Area. To the south of <br />the park is the Mississippi River, which has a Wild and Scenic River designation in this area. To <br />the west and east of the Diamonds property are existing and proposed residential developments. <br />The Diamonds property is approximately 1,000 feet from the Mississippi River and 1,100 feet <br />from the nearest residential property. <br />Current land use on the Diamonds property is a restaurant and bar with three softball fields, <br />broomball, boot hockey and volleyball courts. The property often hosts sports tournaments. The <br />soils in the area are sand and gravel. Currently, there are 320 parking spaces in the asphalt parking <br />lot and space to hold an additional 110 cars on the frontage area of the property (which the <br />property owner has an agreement with the City to use), for a total of 430 parking spaces available. <br />There are berms exceeding 10 feet tall surrounding the southern, eastern and western side of the <br />complex: <br />The property owner (hereafter referred to as "Owner") has applied to the City for a conditional use <br />permit amendment to convert the southeast softball field into an area for motocross racing, <br />demolition derby, rodeo, bull riding, snowboarding, wakeboarding, and music events. The <br />restaurant, bar, remaining two softball fields and volleyball courts will not be altered. No <br />additional parking is being proposed for the permit amendment. <br />The proposal has been modified from the original proposal that was discussed. The previous <br />proposal was to convert all three softball fields to these uses, as well as hold a tractor pull and a <br />snowcross event. The tractor pull and snowcross event were dropped because those events were <br />deemed to be the loudest ones. A City Planning Commission meeting was held on October 4, 2007 <br />to discuss the conditional use permit amendment. Another workshop and Planning Commission <br />meeting was held on October 30, 2007. <br />The proposed event schedule is as follows: <br />-246- <br />
