These events would be <br />age 21 and up events. <br />Site grading will be necessary to prepare the site for various events. Bleacher seating for up to 750 <br />people, a fence that separates the seating area from the event area, a berm and a public address. <br />• (PA) system are also proposed to be constructed. <br />Tune, Extent, and Reversibility of Environmental Effects <br />Mississippi Critical Area Impacts <br />According to the Minnesota Department of Natural Resources website <br />(http://www.dnr.state.mn.us/waters/waterm~mt section/critical area/history.html) the <br />Mississippi River and its adjacent corridor was designated a permanent state critical area <br />in 1979. In 1991, the Minnesota Legislature designated the federal Mississippi National <br />River and Recreation Area (MNRRA), a unit of the National Park Service, as a state <br />critical area. The boundaries of the Mississippi River Critical Area Corridor and that of the <br />MNRRA are the same. The Diamonds properly is not within the Critical Area Corridor. <br />State Designated Wild and Scenic River Impacts <br />According to the Minnesota Department of Natural Resources website <br />(http://www.dnr.state.mn.us/waters/watermgmt section/wild scenic/wsrivers/mississippi.h <br />tml) the Mississippi River and its adjacent corridor was designated a state Wild and Scenic <br />River and is classified as "recreational" from Clearwater to the Anoka/Champlin line. The <br />Mississippi River from St. Cloud to Anoka was added to Minnesota's Wild & Scenic <br />Rivers Program in 1976. The property is not within a wild and scenic river land use <br />district. The district follows the critical area boundary. <br />Fish, Wildlife and Ecologically Sensitive Resources <br />The United States Department of the Interior, National Park Service, recommends that the <br />• conditional use permit amendment not be approved based on their opinion that the noise <br />and lighting from the events would have an adverse affect on wildlife, including the pair <br />-247- <br />
