As stated before, an <br />Erosion and Sediment Control Plan and a Storm Water Pollution Prevention Program <br />(SWPPP) will be submitted and approved as part of the permitting process. No vehicle <br />maintenance or fueling will be allowed on the property. Any waste generated on the <br />property will be handled by a licensed waste hauler, as is currently being done. <br />Air Quality Impacts <br />Carbon monoxide levels are projected to remain below the MPCA standards because the <br />.existing roadway system (along with planned improvements) appears to have sufficient <br />capacity to handle trips generated by the proposed events. Congestion is not expected on <br />local or regional roadways and adverse air quality effects do not appear likely. No air <br />quality monitoring has been completed for the proposed project at this time and no <br />mitigation measures are being proposed. <br />Traffic and Parking Impacts <br />Currently, there are 320 parking spaces in the asphalt parking lot and space to hold an <br />additional 110 cars on the frontage area of the property (which the property owner has an <br />' agreement with the City to use), for a total of 430 parking spaces available. No additional <br />parking is proposed. The Diamonds property has experience with traffic and parking for <br />large events at their property. The Diamonds property reached capacity for parking on 26 <br />softball tournaments, 1 music festival and almost every Thursday night throughout the <br />summer for 2007. <br />TH 10/169 is the major thoroughfare for the region to the Twin Cities Metro Area. This <br />highway is afour-lane divided expressway through Ramsey and is classified as a Principal <br />Arterial. The entrance to the Diamonds property is off of TH 10/169 between Armstrong <br />Boulevard NW and Ramsey Boulevard NW. Armstrong Boulevard NW (CSAH 83) and <br />Ramsey Boulevard NW (CSAH 56) are classified as A-Minor Expanders. The roadway <br />classifications were collected from the Metropolitan Council as updated on 9-26-2006. TH <br />10/169 is 60 mph east of Armstrong Boulevard NW (CSAH 83). <br />The City analyzed existing traffic counts for the Ramsey Crossings EAW in 2006. <br />Existing 2006 traffic counts for TH 10/169 at Armstrong Boulevard NW (CSAH 83) <br />were: Eastbound AM peals 1.,808 vehicles, PM peak 1,139 vehicles; Westbound AM peak <br />852 vehicles, and PM peals 1,730 vehicles. The peak traffic volumes generally occur on <br />weekdays at 8 to 9 am and at 5 to 6 pm. The 2006 Average Daily Traffic for TH 10/169 in <br />the area of the Diamonds property was 43,000 vehicles. <br />.There are many residential and other developments in process in the City of Ramsey, such <br />as Brookfield, Sweetbay Ridge, Shade Tree Cottages, etc. Using the. existing traffic <br />growth rate of 2.5% in Anoka County, the estimated baseline traffic with no additional <br />new developments was projected and added to the total Ramsey Town Center traffic. The <br />Ramsey Town Center traffic was forecasted in the Ramsey Town Ce~zter AUAR: Tr•aj~c <br />Alzalysis, March 2003. This traffic was redistributed based on the access configuration of <br />Armstrong Boulevard supplied by TKDA, which was different than the proposed accesses <br />-250- <br />
