• Councilmenlber introduced the following resolution and moved for its adoption: <br />RESOLUTION #07-12- <br />RESOLUTION ADOPTING FINDINGS OF FACT # REGARDING NEED TO <br />COMPLETE AN ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW) FOR THE <br />REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT FOR DL~IVIONDS <br />SPORTS BAR AND GRILLE <br />WHEREAS, Gary Gruber of Diamonds Sports Bar and Grille, (the "Applicant"), has <br />properly applied for an amended conditional use permit (the "Application") to allow two <br />motocross, two demolition derby, three rodeos bull riding, two wake boarding, two <br />snowboarding and two music festival events am~ually, as outlined in the applicant's letter and site <br />plan {"the .Proposal") on the following described property located in the City of Ramsey (the <br />"City»): <br />Lot 1, Block 1, The Diamonds, Anoka County, Minnesota <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />• to the request are determined to be as follows: <br />I. That, on August 21, 2007, the City received the Application. <br />2. That, on October 4, 2007, the Planning Commission held a public hearing regarding <br />the Application, and tabled action on the Application in. order to have a joint <br />worksession with the City Council <br />3. That, on October 30, 2007 the Planning Commission and City Council held a joint <br />worksession, discussed the application, and directed Staff to do a sound trial.. <br />4. That, on November 1, 2007, the Planning Commission held the continued public <br />hearing, and after much public input, recommended denial of the application based on <br />the inappropriate land use and uncertainty about the noise levels -that would be <br />emitted. The P1amling Commission's public hearing minutes are incorporate herein by <br />reference. <br />5. That, on November 13, 2007, the City received a notice from the State of Minnesota <br />Environmental Quality Board (the "EQB") stating that it had received a citizen <br />petition requesting that an Environmental Assessment Worksheet (EAW) be <br />completed for the Proposal. <br />-253- <br />
