r~ <br /> <br />Case# <br />REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT (CUP) TO <br />.ALLOW MOTOCROSS, DEMOLITION DERBY, RODEOS, AND BULL RIDING <br />.EVENTS ON THE DIAMONDS SPORTS BAR PROPERTY: <br />CASE OF GARY GRUBER <br />By: Breanne Dalnes, Associate Planner <br />Background:. <br />Gary Gruber of Diamonds Sports Bar and Grill has submitted a request to conduct <br />motocross, demolition derby, rodeos/bull riding, and wake and snow boarding events on <br />the property located at 7550 Highway # 10. Subsequently, .the City received a citizen's <br />petition to require an Environmental Assessment .Worksheet (EAW). A determination <br />must be made with regard to the EAW petition prior to a decision on the CUP <br />application. <br />The following items are included in your packet, for your information: <br />1) Site location map <br />2) Letter from applicant outlining request <br />3) Proposed site layout, revised <br />4) City Council worksession minutes, October 30, 2007 <br />5) Planning Commission meeting minutes, November 1, 2007 <br />6) Information with regard to the special event vendors <br />7) Letters from residents <br />8) Letter from Anoka County Parks and National Park Service <br />9) Sound report from Annandale and summary of Staff's sound research <br />10) Sound trial results from November 15th <br />11) Proposed findings to support denial, as approved by the Planning Commission <br />12) Proposed findings to support approval <br />13) Proposed IUP <br />Notification: <br />Staff attempted to notify all property owners within 700 feet of the Subject Property of <br />the City Council worksession and the public hearing. Additionally, Staff notified all <br />property owners within Alpaca Estates, the residents on Dayton River Road in Dayton, <br />and the City Administrator's Office at the. City of Dayton of all the meetings regarding <br />Diamonds' CUP request. <br />Observations: <br />The applicant is requesting an amended conditional use perniit to allow 13 special events <br />a year. More specifically, they are requesting two summertime motocross events, two <br />summertime demolition derby events, two summertime wake boarding events, and three <br />summertime rodeos/bu1T riding events in addition to the two musical concerts/festivals <br />held during the summer as well.
