CASE #: 3
REQUEST FOR FINAL PLAT AND FINAL SITE PLAN APPROVAL
• OF GAD'S PRAIRIE: CASE OF TRI-COR DEVELOPMENT
By: Breanne Dalnes, Associate Planner
Background:
In May of 2006, the City received an application from Gary and Aaron Stritesky to develop 7
detached townhomes on the property generally located south of 146th Avenue on County Road 5.
In conjunction with this plat,. a request for a rezoning to Planned Unit Development (PUD) was
also submitted to allow for a unique housing type of detached townhomes and reduced setbacks.
The City Council considered the preliminary plat and a zoning amendment to PUD for GAD's
Prairie and unanimously approved both on June 27, 2006.
In July of 2006, the Stritesky's sold their interests in GAD's Prairie to Tri-Cor Development.
After unsuccessfully seeking a revised preliminary plat proposal,. Tri-Cor has submitted. a Final
Plat-application that substantially conforms to the approved preliminary plat for GAD's Prairie.
The City Council heard this Final Plat case at the meeting on May 22, 2007, expressed concern
over the access onto the County Road, and tabled the request for the applicant to revise the plan
to accommodate a future, permanent cul-de-sac on .the southern portion of the property.' This
resulted in a reduction of the ultimate build-out potential of this property from nine to seven total
units.
• The City Council heard the Final Plat case at the meeting on June 26, 2007, examined the revised
final plat, and expressed concern over the access onto Nowthen Blvd. The Council tabled action
on the Final Plat, requesting that the applicant and staff meet with the property owners to the
north to explore development possibilities that would result in the connection of Helium Street to
146th Avenue, and eliminate the need for an access onto Nowthen Blvd.
On July 11, 2007, the applicant, staff, two property owners, .and two .other developers met to
discuss the possibility of the applicant acquiring the property to the north. Subsequently, the
applicant conducted appraisals on the two properties, and prepared purchase agreements for the
properties, which were rejected by the property owners to the north.
On September 18, 2007, the Public Works Committee recommended moving forward- with the
acquisition (through eminent domain, if necessary) of Helium Street at a cost. not to exceed
$60,000, including legal fees. The City Council ratified this recommendation on October 9, 2007.
The followirig items are included in your packet for your information:
a) Site location map
b) Revised Final plat
c) Site Plan
d) Easement Exhibit
• e) Building Elevations
f) Anoka County Highway Department Review Letter dated May 7, 2007
g) Final Plat Review Letter dated May 18, 2007.
-319-
