Alternate funding sources for correcting this alignment could come from <br />assessments or the city general fund. <br />It might also be noted that residents of Welcomes Road (the streets including 163rd Lane, <br />Uranimite Street, 165`x' Lane Sapphire Street, and 163rd Avenue, all east of Variolite <br />Street) have expressed concern over their street functioning as a local collector and have <br />anticipated. the 167"' collector to relieve this traffic. Now that the road has been recently <br />paved staff has been told that traffic has increased. <br />The Council might consider aii alternative which would retain the collector comnection <br />between Nowthen Boulevard and Variolite Street, but terminate the proposed connection <br />between Variolite and Arnlstrong Boulevard. Several reasons support this alternative <br />including the following: <br />• The westernmost connection is most problematic having the largest number of <br />.driveways and a challenging intersection at Armstrong. <br />• Most destinations using Arn7strong Boulevard are north or south of the 167th <br />traffic grid for which good alter7ative connections are provided by Alpine Drive, <br />1615` Ave and 173rd Ave (currently CR 63). <br />• The collector segment between Variolite and Armstrong is a recent addition to the <br />collector road system which was added in 2003 when. additional MSA mileage <br />was available to the City. The segment between Variolite and Nowthen Boulevard <br />has been designated as a collector connection since the City Comprehensive Plan <br />adopted in 1980. <br />Recommendation: <br />Staff recommends that a resolution be adopted directing staff to remove the segment <br />between Variolite and Armstrong Boulevard from the MSA system and subsequently <br />from the .updated City Comprehensive Plan. Staff further recommends that the terminus <br />of the retained segment ending at Variolite Street be illustrated on the comprehensive <br />plan as being located at the intersection with 165`x' Lane which ends in a cul de sac to the <br />west. In must be emphasized t11at this designation is intended for planning purposes and <br />other alternatives have not been fully vetted. This is intended to convey the commitment <br />that the traffic using the MSA Street is not intended to be directed to a location where is <br />would naturally continue through the residential neighborhood. <br />Action: <br />Motion to adopt resolution. 07-12-XXX-A directing staff to remove the segment between <br />Nowthen Boulevard and Armstrong Boulevard from the MSA system and subsequently <br />from the updated City Comprehensive Plan. <br />or <br />-374- <br />
