Case #2:

Business Network Meeting

Economic Development Coordinator Sullivan reported the EDA determined it is beneficial to
continue hosting Business Network Meetings as it has been a good forum to share ideas between
businesses and City officials. He recommended the EDA look at this meeting and its structure
for the upcoming year. He stated the Business of the Year entries are open. He stated he would
like to look at a date for the meeting and potential speakers. He questioned members as to
whether the EDA would fund the breakfast or partner with another organization such as Rotary.

City Administrator Ulrich suggested Charlie Weaver or Commissioner McElroy as a speaker.

Member Elvig recommended Chairman Peter Bell, Metropolitan Council, to speak on the
comprehensive plan process. He stated he would also like to see Governor Pawlenty speak. He
stated he would contact Governor Pawlenty's office about doing this as part of his Friday show.

Motion by Member Strommen, seconded by Member Steffen, to recommend to City Council to
select Governor Pawlenty as the first choice and Charlie Weaver as the second choice to speak at
the 2008 Business Network Meeting with a tentative date in late March 2008 for breakfast at
7:30 a.m.

Consensus reached that EDA would pay for a hot breakfast and staff would look for
opportunities for additional sponsors.

Discussion ensued.

Motion carried. He
presented the members with a calendar of events.

No action is required on Case #3.

Economic Development Coordinator Sullivan suggested that Wells Catering (2007 Ramsey
Business of the Year) should be recommended for the North Metro Mayors Association Business
of the Year.

Chairperson Riley stated that the business should be contacted to inform them of this action.

Consensus reached by the members to routinely nominate the Ramsey Business of the Year for
the North Metro Mayor's Business of the Year.

Economic Development Authority/November 8, 2007
Page 4 of7

4
