6) If there is a 3-2 split decision, should an appointment be made? What is the impact if an appointment is not made? The appointment of the Sergeant is an important step for the City of Ramsey. Since January 1, 1979, the Police Chief has been the only supervisory position within that Department. The Sergeant position will likely be the only other supervisory position within the Police Department for some period of time. I believe that, in appointing this position, it is important that the individual has the support of the Police Chief, the Patrol Officers, other management staff within the City of Ramsey and the City Council. Therefore, it is important that Council consider the impact of the appointment carefully and to follow whatever procedure necessary in order to become fully comfortable with the appointment. Recommendation: Staff recommends that Council review the applications and testing and interview materials and make their decision. While the Police Chief has stated a preference, and possibly other Staff members have expressed various preferences, it is my belief that Staff, whether it be the Police Chief, the City Administrator, Patrol Officers, or other individuals on Staff, will work with and support the appointment. Council Action: Motion to consider the application materials and to make an appointment for the Police Sergeant position.
