I
'1
i
I
I
!
I
I
I
I
I
I
I
I
I
I
i
I
I

April 1~4 1992

To: PerSonnel Committee
From: Bike Auspos
Re: ~ergeant Appointment

Attached to this memo are the results of the Sergeant
testing ~rocedure and the pertinent documents concerning the two
top scor~rs~ As you uill note the two top scorers are Jim Way
and Dave [Gustafson. They are separated in the total score by
eight points (four point spread in both the oral and written).
All.,fo~r of the officers are good candidates for this
positionian~ any one of them could perform the duties of a
Sergeant~ I would not expect to have any major problems with any
of them as ~time passes. In conversation with the oral
intervie~er~ after the process I was pleased to have all three of
them comment that we presented the interviewers with good
candidat~s~ leach having certain strongpoints. In reviewing the
scorin~ ~ i~itially narrowed the selection down to the two top
scorers ~y gomparing the average score of each for questions 3,
4 and 5~ {, T~ese are questions I consider to be key questions.
Officer ~aylscored 32.6 and Officer Gustafson scored 28 for a
spread o~ 4~6 Officer Arneson and Officer Kuhn scored 20.6 and
24 respe~tiveiy. This narrowing down was not done to exclude the
other :W~ f~om further consideration completely but did give me
some criteria to help in the final selection.
As i~ part of the candidates original application for the
Sergeant~te~ting process I had requested that each of them submit
with the%r ~pplications a brief Letter of Introduction that would
set fort~ ~ of their philosophy of law enforcement, current
s~me
and futu~e,i~for the city of Ramsey. I asked for this as an aid
for me ~ make the final selection of the candidates since I do
not bell%ye[that the scoring alone is an absolute indicator o~
succesS'!n~%he position; success for the candidate or the police
departmeJt..' I am attaching the Letters of Introduction from each
officer~:
After reviewing those letters I find that Officer
Gustafso~'S!most completely and thoroughly sets forth a realistic
view of~heipresent and future of this department. It very
plainly ~et$ down to the philosophy I have had with the
departme~t i$ince its inception and that is to do the most with
what iSi~vailable and affordable in order in order to accomplish
our roleiofiserving the citizens of Ramsey. If I am to do the
job as c.~ie~ law enforcment officer of the city I feel it
entirelYineCessary that I have someone working with me in the
management ~rea who shares my broad overall views, policies and
goals bu{ Yet will retain a level of independent thinking so as
to in ef~eC~ provide a system of check and review. For these
reasons % am advancing the name of Dave Gustafson to be appointed
to the p(;si{ion of Sergeant in the Ramsey Police Department,
continge it~gf course upon his acceptance.

//3
