Absent: Nixt. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The following Council minutes were noted: <br /> <br />1) City Council regular meeting minutes dated September 25,2007 <br />2) City Council regular meeting minutes dated October 9, 2007 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Continued Public Hearing - Request for an Amended Conditional Use <br />Permit to Allow Motocross, Demolition Derby, Rodeos, and Bull Riding <br />Events on the Diamond Sports Bar Property; Case of Gary Gruber <br /> <br />Chairperson Nixt arrived at 7 :06 p.m. <br /> <br />Vice Chairperson Levine closed the regular portion of the Planning Commission meeting at 7:06 <br />p.m. in order to call the public hearing to order. <br /> <br />Public Hearin2: <br /> <br />Vice Chairperson Levin called the public hearing to order at 7: 1 0 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Trudgeon stated Gary Gruber of Diamonds Sports Bar and <br />Grill has submitted a request to conduct motocross, demolition derby, rodeos/bull riding, and <br />wake and snow boarding events on the property located at 7550 Highway #10. The Planning <br />Commission heard the request on October 4, 2007, and tabled action, requesting more <br />information with regard to the sound levels and mitigation plans, traffic circulation and parking, <br />and a reduced number of events. <br /> <br />The applicant is requesting an amended conditional use permit to allow 13 special events a year. <br />More specifically, they are requesting two summertime motocross events, two summertime <br />demolition derby events, two summertime wake boarding events, and three summertime <br />rodeos/bull riding events in addition to the two musical concerts/festivals held during the <br />summer as well. Additionally, the applicant is requesting two wintertime snow boarding events. <br />All events will require the use of a P A speaker system that will be permanently installed on the <br />property. Mr. Gruber has submitted a noise impact study that was conducted at motocross events <br />in northern Minnesota. The applicant does not plan to use any additional measures for sound <br />mitigation, beyond existing berming, and has also submitted data with regard to the <br />parking/traffic flow situation.
