<br />Staff recognizes the need to support community businesses and events that many members of the <br />community support, however, based on review of the submitted data, Staff cannot recommend <br />approval of the request unless the following criteria are met: <br />1) The applicant reduces the number of summertime events. <br />2) Planning Commission and City Council direct Staff to conduct measurements of the <br />noise impacts during these events at various distances and points along the river and in adjoining <br />neighborhoods, to document all noise complaints during these events, and to prepare a report at <br />the end of 2008 with regard to the noise impacts these types of events have on the property. <br />3) The issuance of a one-year Interim Use Permit is granted for the specified number of <br />events, and allows flexibility for revising the type and/or number of events, based on the outcome <br />of the noise impact study. <br />4) A special events permit is obtained for each type of event (motocross, music events, <br />demo derby, and rodeos/bull riding.) <br /> <br />Citizen Input <br /> <br />Mr. Gary Grueber, 7550 Highway 10, stated they have obtained the information requested by the <br />Planning Commission at the last meeting. They have pulled a couple of events including the <br />tractor pull and snow cross events. He explained to the Commission that it was felt the bull <br />riding and rodeo was not that big of a concern besides the P .A. System, which they would direct <br />toward the crowd and away from the residences. He stated the largest concern was the motocross <br />and demo derbies. He stated they have no intention of entertaining more events than what he has <br />provided to the City. <br /> <br />Chairperson Nixt reviewed the outcome of the workshop from two nights before. He reviewed <br />his research on Minnesota noise regulations. <br /> <br />Mr. Grueber stated the only study they could get that was substantiated was the one they gave to <br />the City. He stated some of those other studies represent large size tracks such as Canterbury <br />Downs Track. He stated the track they are looking at is the same size that they use at the Anoka <br />County Fair. He noted there are no huge straight of ways and they are not building a half mile or <br />quarter mile track. This track would take up the circumference of200 by 300 feet. He indicated <br />he did not know how he can study the exact site unless they have an actual event there. <br /> <br />Commissioner VanScoy asked how many vehicles are expected on a track the size requested. <br /> <br />Mr. Grueber indicated the promoter told him it would be around twenty to twenty-five at a time <br />and the usual heat is ten bikes at a time depending on how many sign up. <br /> <br />Commissioner Trites Rolle stated with keeping open the volleyball court and softball they are <br />adding to the CUP and not replacing. <br /> <br />Mr. Grueber stated they did keep the volleyball in the original request but were going to cut <br />down the softball games by two thirds and only keeping one softball field, which would mean <br />they could not have any softball tournaments at this site in the future. <br /> <br />Planning CommissionlNovember 1,2007 <br />Page 3 of 14 <br />
