Chairperson Nixt asked how much reworking of the site they would need to do to make the
events work.

Mr. Grueber stated they would need to remove the fences from two of the fields, remove two
backstops and install a 6- foot fence.

Mr. Dave Dirkman, 14275 Alpaca, stated he thought this was a great opportunity for the
community and these types of events are family oriented and would bring in more money. He
stated he has raced for twenty years and he felt the promoter has done a great job and will draw
people to the community. He stated they need growth in the City and felt this was a great
opportunity.

Mr. Clay Thompson, 7959 142nd Avenue, Ramsey, thought it was time the City looked at what
they put in the area. They need to look at the kind of growth they put in the City and the area
along Hwy 10 looks really bad. He wondered if other cities such as Maple Grove would allow
something like this. He felt that once this was in and allowed, they will not be able to get rid of it
and he did not think the growth would happen if this were to come in.

Mr. Dale McKusick, 6001 157th Lane, stated he disagreed with the previous speaker. He stated
Mr. Grueber is trying to bring an event to the City where it will not cost the City a cent. He
thought if this were allowed it would bring in positive growth and hopefully get Town Center
moving again. He thought this was a positive thing for the City. If the licensing is for one year
the City has the capability of taking it away or allowing Mr. Grueber to keep the license. He
stated he was in favor of this because he hoped it would bring events to the City that the only
other place they can enjoy them is at a fair.

Ms. Kathryn Richter, 8150 144th Avenue, stated she did not buy her property with the knowledge
of a possible demolition derby going in. She stated they pay huge taxes and they should not need
to put up with that. She also noted that Highway 10 is already busy without large trucks pulling
into the Diamonds parking lot and felt the road would need to be reconstructed. She thought they
needed some concrete ways to measure whether this is working for everyone and not just the
business. She did not think they should be expected to put up with this at their homes.

Mr. Steve Bulka, 14671 Dayton River Road, Dayton, felt this is basically the same proposal as
last time. He thought this should be denied because none of the questions have been answered.

Mr. Dan Shelmer, 8100 144th Avenue, stated the difference between a train noise and the
motocross is the sustained noise level and the time difference the noise lasts. He did not see this
benefiting the community as a whole.

Chairperson Nixt noted he has not heard any pros or cons regarding the other events that are
being requested and he would like to hear more about those.

Mr. Leon Richter, 8150 144th Avenue, stated they have contacted the other areas, which are too
far from Diamonds to be notified. He thought if this were out in the Country, it would be fun but

Planning CommissionlNovember 1,2007
