achievable goal for the City to have. He stated that if CR# 63 can be brought up to standard,
there may not need to be another east/west road in the area. He stated that he continues to
support segment 1 of this project from CR# 5 to Quartz Street because it takes out a number of
hairpin turns.

City Engineer Jankowski stated that Segment 1 is the design process now but still needs some
right of way to be acquired. He stated that he hopes the project will be completed in 2008.

Councilmember Elvig stated that, in his personal opinion, he is not sure that segments 2 and 3
are necessary. He suggested that rather than having the residents wait until a vote is taken next
fall, that the Councilmembers could share their opinion on the project, the residents would have a
pretty good idea of what the final vote will be.

Mayor Gamec asked if there were additional questions from the audience.

A lady from the audience stated that she would like to continue hearing the opinions of the
Councilmembers on this project.

Councilmember Jeffrey stated that while he thinks the City needs to look at east/west
connections, he does not think this is the correct route. He stated that the ClP is just the best
guess for what may happen in the future and a way to financially plan for these projects. He
stated that as the ClP is right now, segment 1 is planned for 2008, segment 2 is planned for 2011
and segment 3 is planned for 2012. He stated that he agrees that if CR# 63 is improved, that
would be a better east/west connection than this road. He stated that he agrees with
Councilmember Elvig that segment 1 should move forward, but the City should wait on the rest
of the plans until it sees what happens on CR# 63. He stated that he feels safety needs to be the
first consideration in streets.

Councilmember Look stated that he appreciated the informational packet provided by the
residents. He stated that he found it very helpful, because he has not been involved in all of the
prior meetings on this topic. He stated that, in his opinion, CR# 63 should be the first option for
an east/west connection before anything else is considered. He stated that his concern from a
planning standpoint is that the City allows developments and doesn't consider the ramifications
of the developments. He stated that he feels the City needs to consider the ramifications of these
developments and plan accordingly. He stated that he supports completion of segment 1 as long
as there are not eminent domain proceedings.

Councilmember Dehen stated that he is not in favor of ramming anything down the resident's
throats. He stated that during his campaign, he heard from his constituents that they wanted
transportation issues fixed and having a good east/west connection is one. He feels the City
needs to look for a good east/west connection, but not ram one through a neighborhood.

Councilmember Olson stated that she is not in favor of this road; she feels once CR# 63 is
upgraded that will take care of things. She noted that, in the future, another east/west connection
further south may be necessary, but she does not feel this is the route for that.

City Council Work Session / November 20,2007
Page 3 of9
