Jim Paulzine, 16350 Alpaca Street, stated that he has lived in Ramsey since 1991 and feels that
with the road being included in the CIP, if he were to try to sell his home, he would have to
disclose this to future buyers. He feels this makes his property unmarketable.

Mayor Gamec stated that he did not agree and did not think that a project under consideration
needed to be disclosed.

Councilmember Olson stated that this is non-disclosable information so it would not be a
problem.

Chris Gates, 7630 - 166th Avenue, stated that she wanted to thank the City Council for allowing
the residents to have time on the agenda to discuss this issue. She stated that the residents have
done everything that the City Council has asked them to do and would like a concrete answer
from the City Council about what will happen with the road.

Mayor Gamec stated that because this is a work session, the City Council cannot make a motion.

City Administrator Ulrich stated that the City Council could consider having a resolution at an
upcoming City Council meeting that stated the City Council is not in favor of the road alignment
as currently presented. He stated that this could be included in the comprehensive plan when it is
adopted.

Mayor Gamec stated that the City does not want to lose funding so it will need to designate
alternative MSA roads.

Councilmember Elvig suggested that staff review the information and draft Findings of Fact in
the negative for this alignment for an upcoming City Council meeting. He stated that he would
like to produce something formal, so residents do not feel this issue is hanging over their heads.

A gentleman from the audience stated that he moved into this neighborhood 3 months ago
because he wanted peace and quiet. He stated that before he moved here, he talked to someone
named Chris at City Hall and was told that this road would not happen. He stated that 2 days
after he moved in, he was told by a neighbor that a road was going through. He feels
comfortable with the discussion tonight that the City Council is against the plans.

Dave Walker, 16421 Alpaca Street, stated that he will not feel comfortable or be able to relax
until there is some conclusion.

A gentleman from the audience stated that the residents in this area are very passionate about this
issue and do not want the road to come through their neighborhood. He presented a petition to
the City that the collector road called 167th Avenue Extension is unacceptable as currently
planned.

Mayor Gamec stated that at the December 11, 2007 meeting, the City Council will vote on a
resolution to remove this alignment from the comprehensive plan and the CIP. He reiterated that
the City will need to designate another area for MSA funds.

City Council Work Session / November 20,2007
Page 4 of9
