<br />Councilmember Olson urged residents to continue to be as involved as they are currently with <br />this project. She noted that the CIP is full of possible future plans and encouraged people to stay <br />involved in case there are other things included, such as this collector road. <br /> <br />City Engineer Jankowski stated that with this issue, there are implications because if segment <br />one continues, to be eligible for MSA funds, the road needs to begin and end on another MSA <br />road. <br /> <br />Mayor Gamec stated that the City will need to take a closer look at the funding issue, but does <br />not feel it will change the opinion of the City Council on this issue. <br /> <br />3) Discussion of Community Survey <br /> <br />Assistant City Administrator Nelson stated that during recent work sessions, the City Council <br />discussed the possibility of completing a community survey regarding a possible open space <br />referendum and a community center. She stated that the last community survey was completed <br />in 1997. She stated that she has received a proposal from Design Resources, who the City used <br />in 1997, to complete a community survey. She stated that there is no specific proposal, but staff <br />is looking for direction whether to proceed with a community survey and, if so, what topics <br />should be included. She stated that there has been some concern raised on melding the open <br />space issue into a broader survey. <br /> <br />Mayor Gamec stated that he feels Design Resources IS a very thorough and professional <br />organization. <br /> <br />City Administrator Ulrich stated that Environmental Coordinator Anderson has been working on <br />funding sources for the open space referendum survey, but is uncertain whether this funding <br />would be provided if it was part of a broader survey. <br /> <br />Councilmember Dehen stated that he is not in favor of conducting a survey at all. He would be <br />fine if people advocating open space did what they needed to do to get this on the ballot for a <br />possible referendum, but doesn't know what role the City Council should play in that. He thinks <br />the entire City Council supports open space. He stated that he is in favor of a community center <br />and would like to move forward with a committee that would begin looking at architectural <br />renderings and doesn't think the City needs a survey to tell us what he feels has already been <br />made clear, that residents want a community center. He understands the community center was <br />tied to the Ramsey Town Center (RTC), but he feels it should move forward even if things are <br />tied up with the R TC. <br /> <br />Councilmember Look stated that he is not in favor of the City Council "ramroding" something <br />through in order to get something included on the ballot. He stated that Ramsey is one of the few <br />communities in the area that still has a lot of open space and in his opinion, if this were <br />Minneapolis, he would support moving forward to help designate open space, but does not feel it <br />is necessary for the City Council to ramrod it through.
