<br />want it included on the ballot, they can provide the correct number of signatures necessary for <br />inclusion. <br /> <br />Councilmember Jeffrey stated that if a survey takes place, he feels it should ask similar questions <br />to what was asked in 1997, so the City has baseline data to compare. He does not think a new <br />survey should be totally different because the City would not have comparative data. He agrees <br />with Councilmembers Dehen and Look that if people want this on the ballot, they can provide <br />enough signatures for its inclusion. <br /> <br />Councilmember Elvig stated that he agreed with Councilmember Dehen with regard to the <br />community center. He stated that he also feels it has been made clear that residents want it and <br />feels strongly that a survey is not needed to show this. <br /> <br />Councilmember Olson stated that she agreed that a community center is needed and agrees that <br />there is already community support. <br /> <br />Councilmember Jeffrey stated that to remind the City Council that the reason the survey issue <br />came up was that the Environmental Protection Board was going to survey the community about <br />including an open space referendum question on the ballot. He stated that this kind of morphed <br />into discussion about a community survey that also included questions about the community <br />center. <br /> <br />Mayor Gamec stated that he feels the City should hold public hearings and talk to people about <br />working with a private entity for the community center. <br /> <br />Councilmember Look stated that the survey morphed into the current discussion because the City <br />Council talked about priorities for discretionary income. He stated that the City Council had <br />questioned whether a higher priority would be given to a community center, open space or <br />another item. He stated that he agrees that there are a lot of residents who support a community <br />center. <br /> <br />Councilmember Elvig reiterated that he does not feel another survey is needed and the entire <br />City Council feels a community center is needed. <br /> <br />City Administrator Ulrich asked if the City Council felt comfortable with what elements they <br />want included in the community center. <br /> <br />Mayor Gamec suggested that staff take a look at the survey that was completed when it was <br />going to be a joint project with Ramsey, Anoka and Andover. <br /> <br />Councilmember Elvig stated that he would support a survey that talked about open space, <br />wetland areas, parkland areas and trail issues. <br /> <br />Mike Max, Environmental Policy Board, stated that if the survey were kept within those <br />boundaries, the City has a higher probability of getting outside funding to complete the survey. <br /> <br />City Council Work Session / November 20, 2007 <br />Page 6 of9 <br />
