<br />Councilmember Olson stated that she would support a survey focused on open space. <br /> <br />Councilmember Jeffrey stated that he would not oppose the survey as long as it doesn't <br />guarantee that the City goes for a referendum on open space. <br /> <br />Councilmember Elvig stated that he would like to see the survey questions before it is sent out. <br /> <br />Councilmember Dehen reiterated that he was opposed to conducting a survey. <br /> <br />Councilmember Look stated that he would support residents signing a petition for a referendum <br />on the ballot, but not a survey. He stated that if the City quantifies the survey and has similar <br />questions to the 1997 survey so there could be comparative data, he would support that. <br /> <br />City Administrator Ulrich stated that he will get the survey question so the City Council can take <br />a look at them. <br /> <br />Assistant City Administrator Nelson stated that she worked in the City of Blaine when they <br />conducted an open space survey and their reason was to gauge priorities among residents. She <br />noted that, for example, they wanted to know if trails, parks or preserving open space was more <br />important to residents. She stated that they were also looking to see what residents were willing <br />to pay for these priorities, which then helps structure a question for the ballot that has a chance of <br />being approved. <br /> <br />Councilmember Dehen asked why an outside entity couldn't do this and not involve the City <br />Council. <br /> <br />Mayor Gamec stated that for grant money, the City Council needs to approve it. <br /> <br />Councilmember Look again stated that he feels the survey should be opened up a bit to include <br />some of the questions asked in 1997. <br /> <br />There was a Consensus to direct staff to continue efforts to obtain grant money to pay for a <br />survey regarding open space issues and to bring the possible questions to the City Council for <br />reVIew. <br /> <br />2) Lower Rum River Water Management Organization (LRRWMO) Joint Powers <br />Agreement <br /> <br />Mayor Gamec asked if this issue could be postponed to a future agenda due to time constraints. <br /> <br />City Engineer Jankowski stated that this Joint Powers Agreement (JPA) had an expiration date of <br />January 1,2005, however the LRRWMO was not aware of this and continued to act and exercise <br />its powers and duties. He stated that the LRRMWO would like to extend its JPA from January 1, <br />2005 to 2015 and also ratify the decisions it made during the interim period when the JPA was <br />not in place. <br /> <br />City Council Work Session / November 20,2007 <br />Page 7 of9 <br />
