<br />Councilmember Strommen stated that this is something that people include on their resumes. <br /> <br />Councilmember Jeffrey stated that he feels this is an opportunity for self betterment for residents <br />and even if they only give their service back for one year it is good for the City. He didn't want <br />this service to replace staff activities, but to be for projects over and above the regular projects. <br /> <br />Mayor Gamec asked when the training would happen. <br /> <br />Parks Supervisor Riverblood stated that he envisions 2.5 hour sessions once a week for 9 weeks <br />and noted that there are also 2 field trip requirements that would happen on weekends. He <br />stated that he would like the training to begin in the winter because people usually have more <br />free time. He suggested that if the course began in January, the graduates would be available in <br />April and May when there are a lot of opportunities for activities in the City. <br /> <br />Councilmember Look asked if there would be additional staff time, besides the Parks <br />Supervisor's time for instruction. <br /> <br />Parks Supervisor Riverblood stated that it will primarily involve his time, but there could be <br />additional time such as staff delivering trees for planting, for example. <br /> <br />Councilmember Look asked if the City would be asked to participate financially in this program. <br /> <br />Parks Supervisor Riverblood stated that the City would not have a financial commitment, but <br />noted that North St. Paul had underwritten a scholarship program for its residents if people <br />agreed to do their community service in North St. Paul. <br /> <br />There was a Consensus of the City Council to move forward with participation in the MN <br />Naturalist program and add this item to a City Council agenda. <br /> <br />3) Council Update Format for QCTV <br /> <br />Assistant City Administrator Nelson stated that she has gotten feedback that the new format of <br />having two City Councilmembers for the City Council update broadcast is troublesome for <br />scheduling. She stated that she would like discussion with the City Council on what direction <br />they would like to go. She noted that previously, there was a host from QCTV and noted that <br />City Administrator Ulrich was willing to step in as a "host" and she could also step in to help <br />out, if needed. She stated that if the City Council wants to return to a hosted segment, the City <br />could also ask QCTV to provide an official host. <br /> <br />Councilmember Jeffrey stated that he loves the new format because the discussion is between <br />two people who are knowledgeable about what was discussed at the meetings so there can be a <br />conversation about the meeting. He stated that if the City Council decides to abandon that <br />approach, he would like someone from staff to host because they are also knowledgeable about <br />what is happening in the City. <br /> <br />City Council Work Session / November 27,2007 <br />Page 5 of7 <br />
